New rules for operational safety when using pressure equipment have come into force

On January 1, 2021, Order of Rostechnadzor No. 536 of December 15, 2020 came into force in Russia approving new rules for operational safety when using pressure equipment. This document came into force in place of similar rules adopted by Order of Rostechnadzor No. 116 of March 25, 2014. The validity of the Order was set until January 1, 2027.

Scope of application

The updated rules for operational safety when using pressure devices apply to the following types of equipment:

  • steam boilers, autonomous steam superheaters and economizers
  • hot water and steam water boilers
  • energy-technological steam and hot water boilers
  • waste heat boiler
  • mobile boilers
  • steam and liquid boilers that are operated with organic and inorganic heat carriers (except water and steam) and the piping systems that transport them
  • electric boiler
  • steam and hot water pipes
  • containers that are operated under excess pressure of steam, gases, liquids
  • cylinders for compressed, liquefied and pressurized gases
  • tanks and barrels for compressed and liquefied gases
  • tanks and containers for compressed, liquefied gases, liquids and bulk solids, in which an overpressure is regularly generated in order to empty them
  • pressure chambers
  • pressure equipment for the development, manufacture, testing, operation and disposal of nuclear weapons and military nuclear facilities in hazardous production facilities operated by organizations of the state atomic energy company Rosatom

Terminology

There is no terminology section in the new version of the Russian Federal Standards and the rules for operational safety when using pressure equipment. The document uses concepts according to the Federal Laws No. 116-FZ of July 21, 1997 and No. 190-FZ of July 27, 2010 and the Technical Regulations TR CU 032/2013 "On safety of pressure equipment" as well as some definitions were given in Appendix No. 1. Appendix No. 1 to the new rules for operational safety when using pressure equipment contains information on the permissible parameters of equipment and categories of pipelines, which are used as the basis for the assignment of equipment to the scope of the federal standards and rules and for further operations in buildings and constructions.

Compliance with the requirements of TR CU 032/2013

The provisions of the updated rules contain references to the standards of TR CU 032/2013. The obligation to ensure the conformity of pressure equipment with the requirements of TR CU 032/2013 in case if the scope and nature of the reconstruction or modernization work result in changes in design of main elements and technical characteristics of the equipment and create the need for new technical documentation (including operating instructions and drawings) remains unchanged. The new rules clarify those in charge of the safety of equipment after its design has been changed. This responsibility lies with the organization that developed design documentation for changing design of the equipment, as well as the organization that performed the work specified in this documentation and issued relevant technical documentation.

A new data sheet for the updated equipment is required if the scope of changes envisaged in design documentation and actually made changes do not provide an opportunity to identify this equipment based on information about its purpose, construction and specified technical characteristics in the previously issued data sheet.

A similar situation arises when the manual needs to be reissued. This procedure becomes necessary if the performance of the work has led to changes in parameters and mode of operation, technological process and procedure for preparing the equipment for start-up, as well as the maintenance of the equipment, the scope and the sequence of technological operations carried out. The need for a new certification of modernized equipment that previously had a certificate and was issued during the period of validity of TR CU 032/2013 is determined by a certification body that previously issued a certificate of conformity for such equipment at the request of the manufacturer or a by any other previously certified organization.

In case when it comes to the equipment that is issued before the entry into force of TR CU 032/2013, the need for a new conformity assessment or for operational safety test before this equipment is used is determined by the developer of design documents.
