On September 28, 2025, the decision of the Board of the Eurasian Economic Commission (EEC) No. 76 of August 26, 2025, enters into force. This decision adopts a new list of toys subject to mandatory conformity assessment with the requirements of the Technical Regulation of the Customs Union “On the Safety of Toys” (TR CU 008/2011).
The new list replaces the one approved by EEC Board Decision No. 11 of January 31, 2013 (which is declared invalid together with all its amendments).
The updated list includes more product categories: 21 instead of 18.
For these items the EAC certificate of conformity is the only appliccable form of conformity assessment.
Among the new items are:
- Trampolines for children for home use (excluding sports trampolines, trampolines classified as amusement rides, and trampolines for children installed in public spaces for general use).
- Pencils, markers, felt-tip pens, brushes, and other similar items (used in play sets or as toys, except for products that are not toys and do not contain an indication of the minimum child’s age or an age-related pictogram on the labeling).
- Swings for home use (suspended, floor-standing, and other types of swings for domestic use).
- Modeling pastes, including plasticine for children’s modeling, as well as modeling mass, modeling dough, polymer clay, and other similar products for children’s modeling, in particular when supplied in sets with molds and other accessories necessary for modeling.

Decorative items intended for holidays and ceremonial events;
Souvenir products (items intended to satisfy aesthetic needs and not for children’s play);
Products made of glass intended for New Year’s and Christmas holidays. - Children’s pools, including dry ball pools

Clarifications have been introduced for certain categories. For example, puzzles are now specified as “up to and including 500 pieces.”
