Products for newborns, children and teenagers, such as cloth, shoes, furniture, toys, books, dishes, hygiene products ecc. must confirm their good quality and harmlessness for health. For those purposes the Economic Commission has elaborated specific technical regulations, that define the requirements of products for children. The proof of conformity of the product with the standards and technical requirements of the Eurasian Economic Union have to be issued before the products can be imported in the territory of the EAEU.
The safety and the life of children shall be especially protected, which is why commodities for children have to undergo very strict controls by the bodies of the Eurasian Economic Union. In all relevant regulations exist specified standards, which determine values, that have to be respected during the manufacturing process or the products. Of particular importance is the chemical, biological, mechanical and thermal safety.
The technical regulations contain requirements for manufacturing, use, storage, transportation, disposal and labeling of the above mentioned products.
Guidelines for products for children are defined by these specific regulations:

It has to be taken into account, that there are other technical regulations, which also contain specific requirements for products for children:

Conformity assessment procedure
According to the technical regulations, there are 3 types of conformity assessment:
TR CU 007/2011 On safety of products for children and teenagers
The technical regulation is valid for:
- Care products for children (Pacifiers, dishes, cutlery, hygiene products)
- Children's clothing
- Children's shoes
- Buggies and bikes
- Children's books and magazines
- Stationeries
Chemical, biological, mechanical and thermal properties shall be examined.
TR CU 008/2011 On safety of toys
Toys must be designed and manufactured in such a way that risks for children and their guardians can be avoided when using them. This counts especially for:
- Risks that depend on the design
- Risks that depend on the production material
- Risks that depend on the use
According to the technical regulation only the EAC certification is necessary for toys. Instead the conformity assessment in form of an EAC declaration for toys is not included. In attachment 1 of the technical regulation all toys are listed, which do not need an EAC conformity assessment according to TR CU 008/2011. It has to be taken into account, that for these products other regulations may be valid.
TR EAEU 042/2017 On safety of children's playgrounds
The technical regulation of the Eurasian Economic Union TR EAEU 042/2017 On safety of children's playground contains mandatory safety requirements for playground equipment, floor covering for playgrounds and their project planning, assembly, use, transport and recycling.
TR CU 025/2012 On safety of furniture
The conformity of children's furniture but also furniture for schools and kindergartens have to be confirmed with an EA certificate.
TR CU 009/2011 On safety of perfumes and cosmetic products
Children´s cosmetic underlies the state registration.
TR CU 021/2011 On food safety
Foodstuff for Infant food, including water, underlie the state registration.
TR CU 027/2012 On safety of particular types of special foodstuff including dietetic clinical and dietetic protective nutrition
Dietetic baby and children's food shall be officially registered.
TR CU 029/2013 On safety of food additives, flavor enhancer and processing accessories
According to the technical regulation only a state registration is necessary in order to proof conformity. Specific prescriptions regarding infant food are given by the regulation.
TR CU 033/2013 On safety of milk and dairy products
The regulation contains prescriptions on infant food on milk basis for infants (0 to 3 years), children of preschool age (3 to 6 years), children of school age (6 years and older) or made from adapted / partially adapted first or (also dry) follow-on milk or dry sour milk mixtures; milk drinks (also dry) for infants; ready-to-drink milk porridge and dry milk porridge for infants, which can be prepared by adding drinking water.
Infant food underlies the state registration according to requirements of TR CU 021/2011 On food safety.

EAC certificate
There are 3 schemes of EAC certification: 1c and 2c for serial production, 3c and 4c for single-unit production. Scheme 1c includes a manufacturing audit and surveillance of conformity assessment. Scheme 2c includes the examination of quality management systems and a surveillance of conformity assessment.
The product samples shall be tested in accredited laboratories.

State registration
The certification bodies accredited by Rosstandard or Rospotrebnadzor are responsible for issuing the certification on state registration. The registration procedure includes an analysis of the manufacturer´ documentations as well as laboratory testings and in some cases even the inspection of the manufacturing process. All certifications on state registration have to be listed in a specific register and have to be kept there.
The products, which underlie the state registration, also have to proof conformity by means of EAC declaration. For an EAC declaration the applicant has to submit the certification on state registration and the test report.

EAC declaration
There are 5 schemes for the EAC declaration:
Scheme 1d and 2d are issued on the basis of the own examination, for example for: stationery and some small leather good.
Scheme 3d, 4d or 6d - the EAC declaration is issued according to the examination of sample products. The tests have to be conducted within the accredited laboratory.
Following products are subject of this examination:
- Clothings (third layer) made of textile materials, knitwear or leather for children from the age of 1 and teenagers;
- clothes and head coverings made of fur for children from the age of 1 and teenagers;
- head coverings, which are knitted or woven from leather for children from the age of 1 and teenagers;
- felt shoes;
- books.
On request of the applicant the EAC declaration can be replaced by the EAC certification.

Characteristics of the conformity mark
Besides the EAC symbol the marking has to contain the following indications:
- State of origin
- Name and address of the manufacturer or of the authorized representative/Ii>
- Designation and intended use of the products
- Production date
- Product shelf life
The respective indications shall be printed in russian language or rather in the official language of the member state of the EAEU, in which the product shall be imported. The label of the country of origin, the firm name and the legal address may be written in latin letters.
Clothing made of textile materials, leather, fur or knitwear shall contain additional information:
- the type and mass portion (percentage) of natural and synthetic fibers in the coating material and in the the lining (the deviation of the actual relevance of the percentage from the raw material shall not exceed 5%),
- the type of fur and the way it is processed (dyed or undyed); the size according to the standard size or according to the requirements of the respective type of good;
- the symbol regarding the commodity care and (or) the instructions regarding the peculiarities of the commodity care during the use (if necessary).
Indications such as “environmentally friendly”, “orthopedic” ecc. shall not be used without the respective proof.
The marking of dishes shall contain indications regarding the material, of which the product is manufactured as well as usage hints.
The labeling of backpacks and briefcases shall contain information about the age of the user.
Clothes for newborn children and children under the age of 1 shall contain the indication “pre washing is required”.
Buggies shall include instruction manuals with indications on the age of the children, for whom the buggy is suitable, on the assembly, the installation and the guarantee.
Bikes shall contain instruction manuals, which include the user weight and age, assembly recommendations and guarantee details.
Label of the country of origin, firm name and the legal address may be written in latin letters.
Claims such as “environmentally friendly” and “orthopedic” are not permitted, if there is no respective proof.
Footwear shall contain following details: Size, pattern, coating material, lining, shoe sole and shoe care.
EAC Conformity Mark
Products, which have to be certified according to the technical regulations of the EAEU and for which a certification of the EAEU has been issued, shall be labeled with the EAC Conformity Mark of the EAEU n order to proof the conformity with the legal requirements.
The labeling of products, which underlie the mandatory certification according to the technical regulation of the EAEU, is a mandatory prerequisite for market approval. It is punishable by law if products are placed on the market without appropriate labeling.
Furthermore the conformity mark increases both the confidence of potential customers in the product and the demand for the product.
Authorized representative
The manufacturer, which is not established in one of the Member States of the Eurasian Economic Union, is not entitled to apply for any assessment of conformity of fire protection equipment with the specified technical regulations.
In order to get the conformity certificate, the foreign manufacturer must appoint an authorized representativein one of the member states of the Eurasian Economic Union. He represents the interests in the certifying bodies of the Eurasian Economic Union regarding the safety and quality of products and compliance with technical regulations.
In accordance with applicable law and in accordance with the technical regulations of the Eurasian Economic Union, only an entrepreneur residing in the territory of the Customs Union may be designated as an authorized representative.
Time duration and cost of the EAC conformity assessment of children´s clothing, toys and accessories
The application for an EAC conformity certificate is a complex and cost intensive procedure. Time duration and costs depend on many factors, such as the type of device and the complexity of the laboratory tests. The exact conditions of the certification are always determined individually on the basis of the required documentations.
