Currently there is no single official list of all products subject to declaration since the obligation to declare is currently regulated by a whole series of standards. This includes:

Technical Regulations of Customs Union – TR CU
Technical regulations of Russian Federation – TR
GOST standards for the products that are not subject to any Technical Regulation, or if the relevant Technical Regulation has not yet come into force

At the end of 2012, the Russian Federal Office for Technical Regulation and Metrology (Rosstandart) developed a consolidated list of products that is subject to certification and declaration according to the new Technical Regulations of the Eurasian Economic Union. Please note that this list is used for information purposes only.

Rail vehicles and railway infrastructure

The Technical Regulation defines the requirements for the quality, safety and operation of rail vehicles and their individual components. These must confirm their conformity with either an EAC certificate or an EAC declaration.

The Technical Regulation has been developed with the aim of monitoring the safety of high-speed trains and their individual parts and prescribes the mandatory declaration or certification of these.

This Technical Regulation describes the safety requirements for railway infrastructure: rails, power supply, telecommunication, facilities and buildings, as well as their individual parts. The conformity assessment in form of EAC certificate of EAC declaration is mandatory.

The Technical Regulation describes the safety requirements for low-voltage devices and applies to all devices intended for alternating current of 50 to 1000 volts and direct current of 75 to 1500 volts. All affected devices that are not listed in the list of devices requiring certification are subject to declaration obligation.

The Technical Regulation TR CU 010/2011 sets minimum requirements for the safety of machines and equipment during their entire service lives: during their construction, manufacture, installation, storage, transport, commissioning, operation, decommissioning and disposal. Depending on the characteristics of the product, the conformity is confirmed by an EAC declaration or EAC certificate.

This Technical Regulation applies to equipment intended for food preparation, heating, hot water supply, for block-type combustion engines and gas-powered equipment with block-type combustion engines. Depending on the characteristics of the respective product, the technical code provides the conformity assessment by means of EAC declaration or EAC certification.

The Technical Regulation TR CU 020/2011 applies to all devices that could generate electromagnetic interference or to those whose functionality is dependent on the influence of external electromagnetic interference. Packaging

In accordance with this Technical Regulation, all kinds of packaging which is circulating on the market of the EAEU need an EAC declaration. The only exceptions are packaging for medical devices, pharmaceuticals, tobacco or hazardous materials.

The Technical Regulation of the Eurasian Economic Union TR CU 013/2011 contains mandatory safety requirements for the use and application of fuels on the territory of the EAEU and prescribes the EAC Declaration as a mandatory form of conformity assessment.

The Technical Regulation sets the mandatory safety requirements for liquid hydrocarbon gas with respect to the processes of its storage, transport and sale in order to ensure free circulation in the customs union. The conformity assessment in the form of an EAC declaration is mandatory.

Lubricants, oils and special fluids, such as engine oils, coolants and brake fluids, may only be put into circulation on the market of Russia and the EAEU if they meet the requirements of this Technical Regulation and other Technical Regulations of the EAEU and after having confirmed their conformity by means of an EAC declaration.

Natural gas

The technical regulation contains requirements on safety of natural gas on the territory of the EAEU and prescribes mandatory conformity assessment in the form of an EAC declaration.

Elevators

In accordance with the technical requirements of TR CU 011/2011, elevators must be designed, produced and installed in such a way as to ensure safety during their service lives. An EAC declaration is obligatory.

Pyrotechnic products

According to the Technical Regulation TR CU 006/2011 all pyrotechnic products placed on the market in the customs territory of the Customs Union has to prove their conformity with an EAC declaration or an EAC certificate.

Personal protective equipment

This Technical Regulation ensures the necessary level of protection against harmful factors and the absence of impermissible risks which could lead to situations which are dangerous. According to the regulation, the EAC declaration requirement applies to hazard class1 protective equipment.

The technical rule stipulates safety requirements for fire retardants, fire safety and firefighting equipment. For the EAC declaration, the schemes 3d, 4d and 6d are used.

Products for children

The Technical Regulation applies to finished, unused products which are intended for children and adolescents and are placed on the market for free circulation in a Member States of the EAEU, irrespective of the country of origin. Among other things, books and magazines, winter headgear made of fur and fabric as well as outerwear for children over 1 year are subject to declaration obligation.

The technical rules apply to the playground equipment and floor coverings for children's playgrounds, which are introduced into the EAEU market for the first time. Subject to EAC declaration requirements are for example sandboxes, children's playhouses, mazes and floor coverings made of sand, gravel or wood.

Cosmetics and perfumes

The Technical Regulation contains mandatory safety requirements for perfumery and cosmetic products, which are put into circulation in consumer packaging on the market of the EAEU. Except for the products listed in Annex 12 of the regulations, all cosmetic products must confirm their conformity in the form of the EAC declaration.

Textile

The Technical Regulation was developed with the aim of establishing uniform and binding requirements for light industry products and to enable the free movement of products of the light industry on the common customs territory of the Eurasian Customs Union. The EAC declaration is, among other things, mandatory for garments of the 2nd and 3rd layer, as well as garments made of leather and fur or headgear.

According to the Technical Regulation TR CU 021/2011, food must be safe for consumption during its minimum shelf life when used as directed. The relevant limits for food are laid out in an attachment.

The Technical Regulation TR CU 023/2011 applies to all beverages composed of fruits or vegetables which are intended for distribution in the EAEU. An EAC declaration is mandatory for all juice products which are not intended for personal consumption.

The Technical Regulation contains requirements for placing vegetable oils, margarines, cocoa butter equivalents, milkfat substitutes, special fats including foodstuffs, confectionery and pastry fats, mayonnaise, natural raw glycerin and soaps on the market. The conformity assessment is mandatory and exclusively in the form of the EAC declaration.

The Technical Regulation contains mandatory safety requirements for grain and to ensure free grain trade on the EAEU market. The conformity is confirmed by a EAC declaration.

The Technical Regulation contains binding safety requirements for fish and fish products as well as seafood and products from the aquaculture of plant and animal origin in processed or unprocessed form. The EAC declaration is one of the obligatory forms of conformity assessment.

To protect the life and health of consumers, animals and the environment, the Technical Regulation contains safety and quality standards for the production, storage, distribution, transport and disposal of raw meat and meat products. The Technical Regulation TR СU 025/2012 applies to all furniture placed on the market in the EAEU, i.e either manufactured or imported from abroad. An EAC declaration is required for all kind of furniture, except for furniture for children, in schools and kindergardens.

The scope of application of the Technical Regulation covers household appliances, telecommunication and lighting technology, electrical tools, and other electrical equipment. The EAC declaration is mandatory, but can be replaced by an EAC certification upon request.

Attractions

The rules contain binding security requirements for mobile, temporarily installed or established attractions with the risk potentials RB-1, RB-2 and RB-3. An EAC declaration is required above all for attractions with medium biomechanical risk potential.
