In contrast to the European Union, where the furniture is generally not subject to compulsory CE marking, there is a special Technical Regulation in the Eurasian Economic Union, which requires conformity assessment and EAC marking.
The Technical Regulation TR CU 025/2012 On safety of furniture sets the requirements for furniture products and their use in order to protect life, health, property and the environment. Furthermore, marking is intended to protect consumers against misuse and misleading advertising.
According to TR CU 025/2012, the furniture should be manufactured in such a way that it meets the requirements of furniture safety. These include:
- mechanical safety
- chemical safety
- hygienic safety
- fire safety
- electrical safety
The compliance with the requirements of the Technical Regulation TR CU 025/2012 On safety of furniture is the prerequisite for successful access to the Russian and Eurasian market.

On March 1, 2016, the Technical Regulation TR CU 025/2012 replaced the national standards of technical regulation in the field of furniture safety such as GOST or Russian TR.
Application area of TR CU 025/2012 On safety of furniture
The Technical Regulation TR CU 025/2012 applies to all furniture which is placed on the Eurasian market, i.e. either manufactured or imported from abroad. Individually crafted designer furniture is also covered by these rules, while second-hand furniture is not.
TR CU 025/2012 Certificate applies to:
- children's furniture
- school furniture
- nursery furniture
TR CU 025/2012 Declaration applies to:
Other furniture for private and commercial use. Furnishings also fall under conformity assessment in the form of an EAC declaration.
TR CU 025/2012 does not apply to:
- furniture for use in dental, medical and veterinary practice
- furniture for use in travel by rail, sea and air
- antique furniture
- second-hand furniture
- sample furniture for advertising purposes
It is to be noted that, regardless of whether a product is subject to a conformity test according to TR CU 025/2012 or not, they may also be subject to obligatory assessment according to other Technical Regulations, such as TR CU 004/2011 On safety of low-voltage equipment or TR CU 010/2011 On safety of machinery and equipment. In addition, other proofs of conformity may be required. In case of children's furniture, for instance, a compulsory TR fire protection certificate or the state hygienic registration is required.
EAC marking
Furniture which is confirmed to conform with the requirements of TR CU 025/2012 must be marked with the EAC marking of the customs union. Placing a product without the appropriate marking on the market can be punished with a fine and confiscation.
The validity of EAC Certificate
The EAC Certificate for serial production is valid for 5 years.
