The Technical Regulation TR CU 017/2011 On safety of light industry products sets the obligatory requirements for products of the light industry, such as clothing and shoes, with the aim of protecting people's lives and health. In addition, the regulation provides preventive measures regarding behavior that might irritate consumers.
The Technical Regulation was developed to establish uniform and binding requirements for light industry products and to enable the free movement of products within the Eurasian Customs Union.
The conformity assessment procedure and the conformity marking are provided for each product of the light industry.
The compliance with the requirements of the Technical Regulation TR CU 017/2011 On safety of light industry products is a prerequisite for successful access to the markets of Russia and the EAEU.

Until December 31, 2012, it was possible to introduce products of the light industry into the customs union, if the products met the requirements of national conformity rules such as GOST. From 2013 onwards only products certified or declared according to the TR CU 017/2011 may be placed on the market.
Application area of TR CU 017/2011 On safety of light industry products
The Technical Regulation TR CU 017/2011 On safety of light industry products extends to the following products:
- textiles
- clothing
- machine-made carpets and floor coverings
- leather goods
- felt and non-woven goods
- shoes
- fur and garments made of fur
- imitation leather
From the 28th of September 2016 onwards the following products are also subject to conformity assessment:
- kitchen and table linen
- towels and bath towels
- cloths and towels
Detailed requirements for the products are listed in Annex I of the Technical Regulation TR CU 017/2011.
According to TR CU 017/2011 no conformity assessment is needed for:
- used and second hand products
- custom-made items
- medical products
- special clothing, uniform, protective equipment - PPE and the substances for such products
- clothes for children
- textiles and fabrics for the manufacture of packaging
- materials for industrial use
- souvenirs and crafts
- sport uniforms and products
- wigs, etc.
According to TR CU 017/2011 the following pieces are subject to the EAC Declaration:
- mid or shell layer
- hosiery
- fabrics and materials for underwear, bed linen and towels
- clothes made of leather and fur
- knitwear
- headwear
- shoes, except felt shoes
- machine-made carpets and floor coverings
According to TR CU 017/2011 the following pieces are subject to EAC Certification:
- underwear, corsets and swimwear
- bed linen
- arm and leg wear
The period of validity of the conformity certificates, EAC Declaration or EAC Certificate is up to five years.
EAC marking
The products, which have been confirmed to comply with the requirements of TR CU 017/2011, are to be marked with the EAC marking of the customs union and be supplemented by the following mandatory specifications:
- product name
- country of origin
- information about the manufacturer or authorized representative
- size
- composition
- trademark (if available)
- EAC marking
- warranty
- date of manufacture
- serial number (if required)
- care instructions
The information must be provided in Russian or the official language of one of the countries of the Eurasian Union in which the product was manufactured.
Placing products without corresponding marking on the market can be punished with a fine and confiscation.
Period of validity of the EAC Declaration
The validity of the EAC declaration for products of the light industry is 5 years.
