The technical regulation TR CU 005/2011 On safety of packaging determines the requirements regarding the processes of keeping, transporting and recycling packaging, with the aim of protecting the life and health of humans, property, and the environment.
In accordance with these requirements, packaging is to be designed and manufactured in such a way that, when used as intended, the risks arising from the construction, materials, the chemical durability or the density are minimized.
In addition, the TR CU 005/2011 also specifies labeling requirements, conformity assessment procedures and a limit of harmful substances which may not be surpassed.
The compliance with the requirements of the technical regulation TR CU 005/2011 On safety of packaging of all types of packaging is one of the prerequisites for successful access to the Russian and Eurasian market.

Until February 15, 2014 the circulation of packaging certified according to national standards of the members of the customs union was allowed. After February 15, 2014 the technical regulation TR CU 005/2011 rendered the national standards of technical regulation such as GOST or Russian regulations definitively void.
Application area of TR CU 005/2011 On safety of packaging
The technical regulation TR CU 005/2011 covers all types of packaging in circulation in the Eurasian Economic Union. In part it also effects packaging which is created by manufacturers of other products. For such packaging only the rules regarding the labeling and disposal of the material applies. It is not subject to EAC declaration.
According to TR CU 005/2011 the following devices are subject to the EAC Declaration:
The conformity assessment of packaging is carried out exclusively in the form of the EAC declaration and is mandatory. The EAC certification is not intended for packaging.
According to TR CU 005/2011 no conformity assessment is needed for packaging of:
- medical equipment
- medications
- pharmaceutical products
- tobacco
- dangerous goods
EAC marking
The products that have been confirmed to conform with the requirements of TR CU 005/2011 are marked with the EAC sign of the customs union. Placing a product on the market without corresponding marking can be punished with a fine or confiscation.
In addition it is necessary to apply a label identifying material, scope of application and recycling instructions.
Period of validity of the EAC certificate
The certificate for serial production is valid for 5 years.
