Household appliances include a wide range of everyday devices designed to create comfort and make household chores easier. As with any other product, the import of household appliances requires conformity assessment. The main objective of the conformity assessment procedure for household appliances is to check the quality and safety of the devices and to inform the consumer about the properties and characteristics of the imported products.
Legal framework
Household appliances are placed on the market after conformity assessment (EAC certification or EAC declaration) according to the requirements of the following technical regulations:
- TR CU 004/2011 "On safety of low voltage equipment"
- TR CU 020/2011 "On electromagnetic compatibility"
- TR EAEU 037/2016 "On restriction of the use of certain hazardous substances in electrical and electronic equipment"
- TR EAEU 048/2019 "On requirements for energy efficiency of energy consuming devices"
- TR CU 016/2011 “On safety of appliances burning gaseous fuels" (holds for gas operated appliances used with pressure up to 5 kPa)
Application area
For household devices or the EAC Certificate or the EAC Declarationeapplies. The respective form of conformity assessment is chosen depending on the type of household appliance.
EAC Certification of household appliances
EAC certification applies to electrical and household appliances intended for a nominal voltage of 50 up to 1000 V alternating current and 75 up to 1500 V direct current and is carried out in accordance with TR CU 004/2011 "On safety of low voltage equipment", TR CU 016/2011 “On safety of appliances burning gaseous fuels", TR CU 020/2011 "On electromagnetic compatibility”. The following types of household appliances are subject to EAC certification:
- household appliances for cooking and storing food and mechanising kitchen work
- household appliances for washing, ironing, drying, cleaning laundry, clothes and shoes
- household appliances for cleaning facilities
- household appliances for maintaining and regulating the indoor climate
- sanitary-hygienic household appliances
- household appliances for hair, nail and skin care
- heating devices
- vibro massage equipment
- playing, sports and training equipment
- audio and video devices, television and radio receivers
- equipment for sewing and knitting
- power supplies, chargers, voltage stabilisers
- household tools for gardening
- household appliances for aquariums and garden ponds
- electric pumps
- luminaires and light sources
- switch ranges
- extension cables
EAC Declaration of household appliances
The EAC declaration covers all the household appliances not included in the list of devices subject to certification obligation and is carried out according to TR EAEU 037/2016 "On restriction of use of certain hazardous substances in electrical and electronic equipment" and TR EAEU 048/2019 "On requirements for energy efficiency of energy consuming devices". The following devices are subject to registration of EAC Declaration:
- measuring instruments for the laboratory
- industrial equipment
- professional equipment
- technological equipment
- special appliances
Products not subject to the above mentioned technical regulations
To the following products none of the above mentioned technical regulations applies:
- electric devices for operation in potentially explosive atmospheres
- medical products
- equipment for lifts and good lifts
- equipment for armaments
- control units for pasture fences
- electrical equipment for use in air, water, land and underground transport
- electrical equipment intended for safety systems of reactor plants of nuclear power plants
- devices used by manufacturers of other technical means as their components and not intended for independent use
- electromagnetically passive devices
Mandatory EAC certification of household appliances
The EAC certification is carried out by a certification body. The applicant can choose the certification body himself. The only important thing is that the certification body is accredited to certify this product. Most household appliances are subject to mandatory EAC certification which is carried out according to scheme 1C, 3C and 4C.

Mandatory EAC Declaration of household appliances
The EAC declaration is issued by the manufacturer. All supporting documents are provided by the applicant, who is also responsible for all the information given in the EAC declaration. The EAC declaration for household appliances is conducted according to scheme 1D, 2D, 4D and 6D.

FSB-Notification of household appliances
The FSB notification is used for the approval and monitoring by the Federal Service for Security of the Russian Federation, FSB for short, of devices that could be used for the encryption of data. The aim of FSB notification is to detect, register and control such devices.
Speaking of household devices, the most relevant products are:
- computers, laptops, tablets, mobile phones, PDAs
- RFID tags
- devices or their components for mining cryptocurrencies
- printers, copiers, fax machines and their components
- dictation machines with encryption of audio data
- encryption programmes
- electronic keys
FAC Declaration of communications equipment
The FAC declaration of communication equipment is a mandatory conformity assessment procedure of the state surveillance of communication equipment. These procedures are intended to verify that the requirements for the security, integrity and operational stability of the single telephone network (PSTN) are met.
The following devices are subject to FAC Declaration:
- wired and cordless telephones according to DECT standards and other radio technologies
- all mobile phones of the GSM, WCDMA, HSDPA, CDMA standards
- wired and wireless modems according to GSM , GPRS , EDGE , WCDMA and HSDPA standards
- Bluetooth and Wi-Fi 802.15 and 802.11a/b/g/n network modules
Safety requirements for household appliances
The technical regulations define safety requirements for household appliances. According to the requirements, protection is provided against the following factors:
- exposure to electric current
- the occurrence of elevated temperatures, arcs or radiation that may lead to hazards
- injuries caused by rotating and stationary parts
- physical, chemical or biological hazards
- mechanical and switching strength
- external influencing factors, including climatic conditions
- overloads, failures
- unacceptable risk during connection
Voluntary certification of household appliances
Voluntary certification is well suited if the manufacturer wants to emphasise special properties of his product and thus convince customers of the high quality of the products. It may also be necessary if the goods are supplied to government agencies through corresponding tenders. The voluntary certificate is issued on the applicant's own initiative. The voluntarily certified products may be labelled with the EAC conformity mark.
The voluntary certification is based on the testing of products according to national and international GOST. The confirmation of conformity is valid for up to 3 years. For household appliances, for example, several hundred national and international standards are used. The most common of these are:

Disposal of household appliances
The new edition of the Technical Regulation 037/2016 refers to the disposal of household appliances. According to the last modifications of the regulation, the separate waste collection mark shall be affixed to the product or packaging and indicated in the accompanying operational documentation. The mark must have a minimum height of 7 mm.
Instruction manuals for household appliances should additionally be supplemented with binding instructions:
- do not dispose of a product that has lost its useful properties together with unsorted solid household waste, but collect it separately from other waste.
- information on the possible harmful effects of hazardous substances contained in electrical and electronic equipment on human health and the state of the environment.
- recycle a product if it’s not used anymore to avoid environmental damage.
EAC Marking
The products confirmed to be in conformity with the requirements of the Technical Regulations listed above must be marked with the EAC conformity mark of the Eurasian Economic Union. Placing products on the market without appropriate labelling can be punished with fines and confiscation.
Requirements for the EAC conformity marking:
- EAC marking must be easy to read with the naked eye
- dimensions are not less than 5 mm
- EAC marking should be monochrome and colour contrast to the surface
- EAC sign can be placed in any way that guarantees its legibility throughout the life of products
Marking on the nameplate
The type plate with the following information must be affixed to the unit itself and to the packaging:
- designation (type, model, brand)
- technical characteristics
- trademark of the manufacturer
- manufacturing date: year and month
- country of origin
- EAC conformity mark
- energy consumption labelling on the display units
If the type plate cannot be affixed to the unit, this information must be included in the operating instructions.
In addition the instruction manual contains the following information:
- application area of the device
- parameter and technical data
- conditions for safe use
- information on disposal, assembly, transport and storage
- manufacturer and its address
- importer and its address
- manufacturing date
All information must be in Russian and/or the official language of one of the member states of the EAEU.
The procedure of the EAC certifiation
Certification is carried out on the analytical basis of the technical documentation and the company's internal test reports or the test reports provided by accredited test laboratories, and possibly on the basis of an on-site production audit.
Usually the EAC certification procedure consists in the following steps:
- step: application to an accredited certification body in the EAEU
- step: examination of the documents by the certification body
- step: classification of the products and selection of product samples
- step: tests and analysis
- Schritt: manufacturing audit (if required by the technical regulation)
- Schritt: issuance of the certificate
- Schritt: surveillance of the certified products (if required)
The application for certification can follow different procedures, depending on whether it concerns individual deliveries, batch deliveries or series productions.
Testing of product samples for EAC conformity assessment
An important step in the conformity assessment procedure is the testing of product samples, during which the conformity of the products with the respective EAEU Technical Regulations is checked. In the case of EAC certification, this may only be carried out in accredited laboratories and must follow specific rules. If it is an EAC declaration, the tests can also be carried out in non-accredited laboratories. Subsequently, a test protocol is drawn up which contains the test results as well as information about the manufacturer and the test method.
Manufacturing audit
For the conformity assessment of some products subject to EAC certification, the Technical Regulations of the Eurasian Economic Union provide for a production audit. It mainly concerns EAC certification for series production.
The audit is carried out by an accredited certification body on the production site. The main objective is to check whether the production processes meet the specified requirements. The implementation of the production audit is regulated according to the national standard of the Russian Federation GOST-R 54293-2010 "Production audit for conformity assessment procedures".
Surveillance activity
After the EAC certificate has been issued, regular surveillance activity must be carried out to ensure that the product continues to meet the technical requirements and that the products are properly marked with a conformity mark or an EAC mark. This takes place in the form of external monitoring, the inspection control.
The surveillance activity consists in the systematic, repetitive conformity assessment activity as a basis for maintaining the validity of the EAC certificate by the certification body that issued the certificate. Inspection control is only foreseen for EAC certificates. No external surveillance is required for EAC declarations.

Authorized representative
The manufacturer, which is not based in one of the member states of the Eurasian Economic Union, is not entitled to request the implementation of household appliances to comply with the requirements of TR CU 004/2011 and TR CU 020/2011.
In order to be able to carry out a conformity assessment, the foreign manufacturer must commission a authorized representative in one of the member states of the Eurasian Economic Union. This then represents the foreign manufacturer's interest in working with the certification bodies of the Eurasian Economic Union with regard to the safety and quality of products and compliance with technical regulations.
Period of validity of EAC conformity assessment certificates for household appliances
The validity period of the EAC certificate or EAC declaration for household appliances differs depending on the applied technical regulations, the selected scheme, the type of production (serial production, individual delivery, etc.) and equipment and ranges on average from one to 5 years. Those parameters are determined in the respective technical regulation.
Duration and costs for EAC certification of household appliances
The duration and costs associated with an EAC certificate application for household appliances depend on several different factors, such as the classification of the product, any required laboratory checks and the complexity of all examinations. As such the exact conditions of the EAC certification are always determined individually based on the required documentation.
