The Technical Regulation of the Customs Union TR CU 023/2011 On juice and products containing vegetables and fruits sets binding safety requirements for juice products made of fruits and vegetables which are placed on the market of the EAEU in order to protect the life and health of the consumer as well as to prevent misleading actions toward the consumer.
The Technical Regulation TR CU 023/2011 is intended to ensure the uniform application and enforcement of the requirements for juice products from fruits and vegetables in the customs union, as well as the free movement of goods.

Juice products from fruit and vegetables may only enter the market of the EAEU after they meet the requirements of this and other applicable Technical Regulations of the EAEU and it is certified that this is the case.
Application area of TR CU 023/2011
The Technical Regulation TR CU 023/2011 applies to all juice products from fruit and vegetables which are intended for distribution in the field of EAEU.
The Technical Regulation TR CU 023/2011 does not apply to:
The TR CU 023/2011 does not apply to juice products made from fruits and vegetables produced by individuals or households, which are intended exclusively for private consumption and are therefore not intended for distribution on the EAEU market.
The conformity assessment process
The conformity assessment with the requirements of the Technical Regulation TR CU 023/2011 On juice and products containing vegetables and fruits takes place in the form of the EAC Declaration. The process of conformity assessment is to be carried out upon request and on the basis of the evidence provided by the applicant which prove the conformity of the product with the corresponding set of rules. The corresponding evidence may also be provided by a certification body or a test laboratory, which are registered in the uniform register of the EAEU as such.
It should be noted that the declaration of the juice products takes place according to different schemes, which are dictated in the TR CU 023/2011.
Accompanying documents
The accompanying documents for juice products made of fruits and vegetables must be printed in the Russian language or in the official language of the member state of the customs union. The accompanying documents include:
- test reports
- data sheet
- a copy of the certificate of conformity
- a copy of the quality management system certificate
- protocols of the manufacturing audit for serial production
EAC marking
Products which have been confirmed to conform with TR CU 023/2011 must be marked with the EAC marking before being placed on the market. The marking shall be attached on each package or label of the juice product. The marking shall be attached in such way that it is easily recognizable and legible throughout the entire shelf life.
Period of validity of the EAC Declaration
The EAC Declarationfor juice and products containing vegetables and fruits is valid for 5 years.
