The Technical Regulation of the customs union TR CU 029/2013 On safety of food additives, flavor enhancer and processing aids sets the binding uniform safety requirements that apply to food additives, flavorings and processing aids and the related processes of production, storage, disposal, transport and distribution in the EAEU. It serves to protect life, health and the environment and to prevent misleading actions against the consumer.
The TR CU 029/2013 is intended to ensure the uniform application and enforcement of the requirements for food additives, flavor enhancer, and processing aids in the territory of the customs union, as well as the free movement of goods.

Came into force on July 1, 2013
The food additives, flavor enhancers and processing accessories may not enter the EAEU market until they comply with the requirements of this and other EAEU technical regulations, if the appropriate conditions are met for the application and the conformity of the food additives, aromas and processing aids has been confirmed.
Application area of TR CU 029/2013
The Technical Regulation TR CU 029/2013 applies to:
- food additives and complexing agents
- flavour enhancers
- processing aids
- food which contains bioactive substances from aromatics, residual amounts of processing aids in their composition
- processes of production, storage, disposal of transport and distribution of food additives, flavour enhancer and processing accessories
The TR CU 029/2013 does not apply to:
The Technical Regulation TR CU 029/2013 does not apply to the food additives, flavor enhancer and processing aids and the associated processes of production, storage, transport, and distribution, which are produced by private individuals, private farms or for private consumption are thus not intended for distribution on the EAEU market.
The conformity assessment process
The conformity assessment according to the requirements of Technical Regulation TR CU 029/2013 takes place in the form of a state registration. Further assessment on all requirements of TR CU 029/2013 being met is carried out by means of state supervision, which is regulated by the relevant national legislation.
Accompanying documents
The accompanying documents for the food additives, flavour enhancer and processing aids must be printed in the Russian language or in the official language of the Member State of the Customs Union. The accompanying documents include:
- test reports
- data sheet
- technical documentation
- copy of the certificate of conformity
- copy of the quality management system certificate
- protocols of the manufacturing audit for serial production
EAC marking
The products declared according to TR CU 029/2013 On safety of food additives, flavour enhancer and processing aids are to be marked with the EAC marking. The symbol is to be visible on each piece of packaging and must be clearly legible for the entire shelf life of the product.
