The Technical Regulation of the customs union TR CU 007/2011 On safety of the products for children and teenagers consists of safety requirements to be applied to products intended for use by children and adolescents. It contains regulations referring to chemical, biological, mechanical and thermal safety for the protection of life and health of children and adolescents, as well as the prevention of acts which may deceive consumers.
The TR CU 007/2011 is designed to ensure a uniform application and enforcement of the requirements for products intended for children and young people across the territory of the customs union and to ensure the free movement of goods.
The compliance with the requirements of the technical regulation TR CU 007/2011 is a prerequisite for the admission and marketing of goods within the customs union. In addition, the products are subject to the compulsory conformity assessment procedure and shall be marked with the uniform EAC marking of the Eurasian Economic Union.

Until February 15, 2015, the products which conformed to the national standards of the member statescould be placed on the market. The conformity assessment could be proven, for example, in a GOST certificate before the Technical Regulation came into force. However, from this date onwards, only products on the market which have been issued in accordance with TR CU 007/2011 and marked with mandatory EAC marking may be brought to market.
Application area of TR CU 007/2011
The technical regulation applies to finished, unused products which are intended for children and teenagers and are released for free circulation in the territory of the member states of the customs union, irrespective of the country of origin.
TR CU 007/2011 is applied to:
- care products for children (soothers, crockery, cutlery, hygiene products)
- children's clothing
- children's shoes
- prams and bicycles
- children's books and magazines
- school stationery
The list of products subject to the application of the TR CU 007/2011 On safety of the products for children and teenagers is set out in Annex 1 of the Technical Regulations.
TR CU 007/2011 is not applied to:
- medical products
- baby food
- perfume and cosmetics
- sport articles and sports equipment
- teaching materials, textbooks, etc.
- toys and board games
- furniture
- custom-made products
Conformity assessment process
Before each product is cleared to be brought to market, it must undergo mandatory conformity assessments to verify their accordance to the Technical Regulation TR CU 007/2011 On safety of the products for children and teenagers. For the conformity assessments the following three processes are provided:
In accordance with the requirements of the TR CU 007/2011, only the company established in the customs union may apply for conformity assessment. For foreign companies, a representative with power of attorney can undertake this task.
According to TR CU 007/2011 the following devices are subject to EAC declaration:
The following product groups are subject to the conformity assessment in the form of the EAC Declaration:
- outerwear for children over 1 year
- winter head covers made of fur and fabric for children over 1 year
- wool shoes
- books and magazines
The validity of an EAC declaration is up to 5 years if the test protocols are issued by an accredited test laboratory or up to 3 years, if the declaration was issued after internal testing.
According to TR CU 007/2011 the following devices are subject to the EAC Certification:
The following product groups are subject to the conformity assessment in the form of the EAC certification:
- hygiene articles for children made of rubber
- hygiene articles for children made of plastic and metal
- bed linen
- underwear
- socks
- outer garments
- head covers for children up to 1 year
- outerwear for children up to 1 year
- clothes and head covers made of fur for children up to 1 year
- footwear, excluding footwear made of wool
- strollers
- bicycles
The EAC Certificate is valid for up to 5 years.
State registration of products for children and teenagers
The state registration of products takes place when they are placed on the market in the customs union.
The state registration of products is carried out by the national monitoring authorities of the member states in the field of sanitary and epidemiological control.
The following products are subject to state registration:
- milk pacifiers
- pacifiers made of latex, rubber or silicone
- hygienic disposable products (diapers, briefs, wipes, cotton swabs)
- crockery and cutlery for children up to 3 years
- children's toothbrushes
- back scratchers and similar products for children up to 3 years
- underwear for children up to 3 years
- knitted stocking products for children up to 3 years
- summer headwear for children up to 3 years
The data on the registered products are stored in a single register.
The state registration is valid for up to 5 years.
EAC Marking
The products that have been confirmed to conform with the requirements of TR CU 007/2011 are marked with the EAC sign of the customs union. The labeling itself must be fixed directly to the product or to the corresponding shipping documents.
In addition to the EAC marking, the labeling shall include the following:
- country of origin
- name and address of the manufacturer or his authorized representative
- name and purpose of the products
- date of manufacture
- shelf life
The corresponding information is to be printed in Russian or in the official language of the member state of the customs union into which the products are imported.
Designations such as "environmentally-friendly", "orthopedic", etc., may not be used without corresponding evidence.
The labeling of dishes must include information on the material of which the product has been made and the appropriate instructions for use.
When labeling clothing, it is necessary to provide a percentage of the composition of the materials and instructions for care.
The marking of footwear must include information on size, materials, and care instructions.
The marking of backpacks and briefcases must contain information on the age of the user.
Clothes for newborns and children up to 1 year must indicate "Pre-wash is required".
Prams/ strollers must contain instructions for use including the age of the children for which they are intended, as well as the assembly, installation instructions and warranty information.
Bicycles must contain user instructions including user weight and age, installation recommendations and warranty information.
Period of validity of the EAC certificate
The certificate for series production is valid for 5 years.
