TR EAEU 046/2018 On safety of natural gas

Technical regulation TR EAEU 046/2018 "On safety of natural gas" defines uniform requirements on safety of natural gas. The rules should guarantee the protection of health and property. In addition, thanks to the new rules, environmental damages can be minimized. Furthermore, the rules should ensure the careful use of resources.

Conformity assessment procedure

Conformity assessment of natural gas is carried out in the form of EAC Declaration.

The manufacturer of the gas is obliged to conduct test. The test result must be laid down in the technical passport.

The technical passport contains this information:

Gas name and brand
Business name of the manufacturer
Trade mark of the manufacturer
Name of the authorized representative
Test results
EAC marking
Date of manufacture and Passport number
Signature of the responsible person

Period of validity

EAC Declaration is valid 3 to 5 years depending on the chosen conformity assessment scheme.

Authorized representative

Only a company established in the territory of the customs union may apply for EAC certification or registration of an EAC declaration (EAC Declaration of Conformity). Companies outside the EAEU, for example in Germany or the EU, are not allowed to declare their own products or to mark them with EAC - Eurasian Conformity marks. EAC marking

Products which have been confirmed to conform with TR EAEU 046/2018 must be marked with the EAC marking before being placed on the market. The marking shall be attached on each package or label of the juice product. The marking shall be attached in such way that it is easily recognizable and legible throughout the entire shelf life.

1. What is an EAC certificate?

The EAC certificate of the Eurasian Economic Union (EAEU) is an official document, that proofs the conformity of the products with the harmonized technical regulations of the member states of the EAEU. The products, whose conformity with the technical regulations could be confirmed by the certificate of the EAEU, may be moved and sold in the whole customs area of the member states of the EAEU.

2. What is an EAC declaration?

The EAC Declaration of the Eurasian Economic Union (EAEU) is an official document that proofs, that the products meet the minimum requirements of the technical regulations of the EAEU. An EAC declaration is issued by the manufacturer, importer or an authorized representative and listed in the official register. Those products, whose conformity with the technical regulations are confirmed by the declaration, have the permission to be freely moved and sold in the whole customs territory of the member states of the EAEU.

3.What is the difference between EAC certificate and EAC declaration?

The EAC certificate can only be issued after a quality assessment, which has to be carried out by a certification body accredited in one of the member states of the Eurasian Economic Union. The certification is conducted on the basis of technical documentations, company-internal created test reports, or rather test reports provided by accredited test laboratories, as well as on basis of a manufacturing audit on site. The certificate is printed on an official pre-printed form, which has several forgery-proof elements and is authenticated by the signature and seal of an accredited body. The EAC certificate is usually issued for “complex” products that require an extensive control by the authorities.
With the EAC Declaration the manufacturer, importer or authorized representative declares the conformity of his products with the minimum requirements of the technical regulation of the Eurasian Economic Union (EAEU). As distinguished from the EAC certificate, the EAC declaration is issued by the manufacturer or importer himself. All necessary tests and analysis are or made by the manufacturer or in some cases by the laboratory. The applicant issues the EAC declaration himself on a usual piece of paper. The EAC declaration has to be listed in the uniform register of the EAEU by an accredited certification body of one of the member states of the EAEU.

Type examination for EAC conformity assessment

An important step in the conformity assessment procedure is the testing of product samples, during which the conformity of the products with the respective Technical Regulations of the EAEU is verified. In the case of EAC certification, this may only be carried out in accredited laboratories and must follow specific rules. If it is an EAC declaration, the tests can also be carried out in non-accredited laboratories. A test report is then prepared, which contains the test results as well as information about the manufacturer and the test method.
