The Technical Regulation of the Customs Union TR CU 001/2011 On safety of rail vehicles contains mandatory safety requirements for new (or modernized) rail vehicles and their components in the EAEU. The regulation applies to vehicles operated on public and non-public rails that may reach a top speed of 200 km/h with a spur width of 1520 mm. It should ensure the uniform application and enforcement of the requirements for rail vehicles and their components in the customs union. It also ensures the free movement of goods.
According to the TR CU 001/2011 rail vehicles are understood to be:
- locomotives
- railcars with wagons
- passenger cars with locomotive drive
- freight cars
- special rail vehicles

Conformity assessment process
The conformity assessment with the requirements of the Technical Regulation TR CU 001/2011 On safety of rail vehicles is mandatory and occurs in the following forms:
EAC marking
The products that have been confirmed to conform with the requirements of TR CU 001/2011 are marked with the EAC sign of the customs union. Placing a product on the market without corresponding marking can be punished with a fine or confiscation.
Period of validity of the EAC certificate
The certificate for serial production is valid for 5 years.
