In Kazakhstan, similar to Russia or Belarus, a metrological approval is required for all measuring instruments before their commissioning. This approval is also called Pattern Approval Certificate. The metrological certificate confirms that the certified measuring instruments meet the requirements of the technical regulation in Kazakhstan.
The objective is:
- Protection of consumers against unreliable measurement results
- Obtain reliable measurement results in basic research and scientific development
- Integration in the international system in order to guarantee unity of measurements
The metrological approval is regulated by the Law of the Republic of Kazakhstan of June 7, 2000 no. 53 II (with changes of November 26, 2019) “About ensuring unity of measurements".
In Kazakhstan the national meteorological center is responsible for the surveillance of measuring devices and metrological certification.
Mandatory metrological certification
The certificate is for those measuring instruments required that are used in a certain area defined by the state. Those areas are determined in article 23.
The state control holds for measurements whose result is used for:
- Work to protect the life and health of citizens
- Carrying out activities in the field of environmental protection, geology and hydrometeorology
- Conformity assessment procedures according to the legislation of the Republic of Kazakhstan on technical regulations
- Work to guarantee safety at work and in traffic
- Production of weapons, military equipment
Conditions for placing measuring instruments on the market:
Measuring instruments shall undergo a type approval before being placed on the market. The decision on type approval is taken by the notified body on the basis of the test results. As a result the approval certificate is issued.
For measuring equipment that is placed on the market as single copy, a metrological attestation is valid.
The decision on metrological attestation of measuring instruments is confirmed by a certificate.
Type approval and metrological attestation are carried out by the national metrological center.
After passing successfully the metrological tests, the equipment will enter in the state register and can be used in Kazakhstan.
Measuring instruments must be calibrated before being placed on the market, after repair and during operation. After calibration a verification mark is applied to the instrument.
Procedure of type approval
The type approval consists in the following steps:
- Application for certification
- Manufacturing audit
- Laboratory testing of measuring equipment
- Test report of internal testings
- Information about measuring instruments is entered in the state register
- Calibration mark is applied
- Samples for the tests
- Detailed description
- Test reports for the internal examination
- Advertising material
- Instruction manual
- Other certificates if already available
The list can be extended depending on the field.
After passing successfully all required examinations and being entered into the state register of approved measuring equipment, the instrument must be marked with the “KC” calibration mark. The marking of measuring equipment with the “KC” mark is only permitted during period of validity. After expiration of the certification the marking is no longer valid.
The calibration mark shall be placed on each measuring device and must be clearly legible.
The technical accompanying documents shall contain the information about certification and registration.
The misuse of metrological marks can lead to legal consequences.
Time duration and costs for metrological certification
The metrological certification is a complex, cost intensive and continuous procedure. Time duration and costs of the registration depend on many factors, such as the type of device, its complexity and the scope of the necessary laboratory tests.
The exact conditions of the certification are always determined individually on the basis of the required documents.
Please note that the application for metrological certification can take several months.
The period of validity of the metrological approval certification
The validity of a metrological approval certification for serial production is 5 years.
The certificate can be renewed for a further period of five years, if the respective application is made at least 3 months before the expiration date. The decision is made by Gosstandart provided that the measuring equipment has not undergone any structural changes and no complaints from citizens regarding the device have been received in the last 5 years.
Measuring equipment can additionally underlie the EAC declaration.
The safety requirements for measuring instruments are defined in two technical regulations of the EAEU:
Delivery of documentation
If you order certificate, you will receive a copy of it via email immediately upon our successful certification process. Alongside you will receive the original document and two certified copies of it by post.
