Measuring Instruments and EAC Conformity Assessment
Measuring instruments are subject to mandatory conformity assessment in the form of an EAC Declaration within the Eurasian Economic Union (EAEU). This ensures that such devices comply with essential safety, electromagnetic compatibility, and performance requirements before being placed on the market or put into service.
Legal control requires that measuring instruments meet defined performance and safety criteria. These requirements are established in two key technical regulations of the EAEU:

Application area
The following measuring instruments underly the conformity assessment:
- ampermeter
- voltmeter
- wattmeter
- synchroscope
- ohmmeter
- electrical conductivity meter
These instruments are widely used in industrial, laboratory, and technical applications where accurate measurements are essential.
Conformity assessment procedure
Prior to declaration, representative samples of the measuring instruments must undergo testing in an accredited (notified) laboratory in any EAEU member state. These tests verify compliance with applicable safety and electromagnetic compatibility requirements.
For each category of measuring instruments, relevant GOST standards are applied. These standards define permissible limits for safety and performance indicators. All test results are documented in official test reports, which serve as the basis for the conformity declaration.
Metrological approval
Beside the EAC conformity statement measuring instruments may need a metrological approval. Pattern aaproval certification is a national regulation and must be done for each country separately.
The approval is granted not to individual instruments, but to a representative sample (type). Once approved, all instruments manufactured in accordance with the approved type must maintain the same technical characteristics and measurement accuracy.
Pattern approval ensures uniformity of measurements, meaning that results obtained from certified instruments are reliable, comparable, and legally valid across the entire country.
Without valid type approval, measuring instruments cannot be used in regulated areas such as:
- healthcare
- veterinary medicine
- work safety
- environmental protection
- arms industry
- operational safety
- trade
- cartography and geodesy
Metrological approval in Russia
In Russia the responsible authority is the Federal Office for Technical Regulation and Metrology – Rosstandart. The metrological approval certificate confirms that the certified measuring instruments meet the minimum requirements of the technical regulation in Russia.
According to the Federal Law of the Russian Federation № 102 "On Assurance of Measurement Uniformity" of 26.06.2008, only certified and approved measuring instruments may be used in many areas which are subject to state surveillance.
Metrologial approval for Belarus
The metrological approval is regulated by the Law of the Republic Belarus On Ensuring the Uniformity of Measurements" of september 5, 1995 n. 3848 XII, the resolution of the ministerial council of the Republic of Belarus and by resolutions of Gosttandart.
Metrological approval for Kazakhstan
The approval of measuring equipment (pattern approval) is regulated by the Law of teh Republic of Kazakhstan of June 7, 2000 no. 53 II (with changes of november 26, 2019) "About ensuring unity of measurements".
In Kazakhstan the national meteorological center is responsible for the surveillance of measuring devices and metrological certification.
Authorized representative
The manufacturer, which is not established in one of the Member States of the Eurasian Economic Union, is not entitled to apply for any EAC conformity certificate.
In accordance with applicable law and in accordance with the technical regulations of the Eurasian Economic Union, only an entrepreneur residing in the territory of the Customs Union may be designated as an authorized representative.
In order to get the conformity certificate, the foreign manufacturer must appoint an authorized representative in one of the countries of the Eurasian Economic Union. He represents the interests in the certifying bodies of the Eurasian Economic Union regarding the safety and quality of products and compliance with technical regulations. EAC marking
The products declared according to technical regulations of the Eurasian Economic Union must be marked with the EAC conformity mark before placing on the market. The conformity mark shall be affixed to each unit and (or) shipping documents. The marking must be carried out in such a way that it is easily recognizable and legible throughout the entire shelf life of the product. Appropriate marking may only be made if the corresponding production meets the requirements of all relevant technical regulations.
