Measuring Instruments and EAC Conformity Assessment
Measuring instruments may require conformity assessment before being placed on the market of the Eurasian Economic Union (EAEU). The applicable requirements depend on the instrument’s design, power supply, intended use and country of destination.

Other regulations or national requirements may also apply. The required form of conformity assessment must be determined for the specific product.
EAC conformity assessment and metrological approval serve different purposes. Compliance with electrical safety and electromagnetic compatibility requirements does not automatically confirm an instrument’s suitability for legally regulated measurements.
Types of measuring instruments
Products requiring an assessment of the applicable conformity and metrological requirements include:
- ammeters;
- voltmeters;
- wattmeters;
- synchroscopes;
- ohmmeters;
- electrical conductivity meters;
- water meters;
- gas meters;
- heat meters;
- electricity meters.
The requirements may differ for industrial, laboratory, household and utility metering applications.
Water, gas, heat and electricity meters
Utility meters require a separate assessment of product conformity and metrological requirements. The name of the instrument alone is not sufficient to determine which documents are required.

These procedures must be considered separately. An EAC document does not automatically replace national conformity documents, type approval or metrological verification where these are required.
For an assessment, please provide the meter’s model, technical specifications, intended application, country of destination and any existing conformity or metrological documents.
Conformity assessment procedure
The procedure begins with product identification and selection of the applicable regulations and assessment scheme. Depending on the scheme, evidence may include laboratory test reports, technical documentation and production or quality management system assessments.
Testing must follow the requirements of the applicable regulation and selected scheme. An accredited laboratory must be used where the procedure requires it.
Relevant GOST standards may provide testing methods and technical specifications. Applying a GOST standard does not, by itself, determine whether an EAC Certificate, EAC Declaration or national conformity document is required.

Metrological type approval and verification
Measuring instruments used for legally regulated measurements may require metrological type approval and verification in addition to product conformity assessment.
Type approval assesses the instrument type and its metrological characteristics. Verification checks whether an instrument meets the applicable metrological requirements. These procedures are distinct from calibration.
The requirements must be checked for the destination country. Existing approvals and any applicable recognition arrangements should be reviewed before arranging additional testing or approval.
Regulated applications may include healthcare, environmental protection, occupational safety, trade and other activities defined by national legislation.
Metrological approval in Russia
Russia’s metrological framework is based on Federal Law No. 102-FZ of June 26, 2008, “On ensuring the uniformity of measurements”. Rosstandart is responsible for the state system of metrological regulation within its competence.
For instruments intended for use in the sphere of state regulation of measurement uniformity, type approval and verification requirements must be considered separately from EAC or national product conformity assessment.

Measuring instruments intended for use in Belarus must meet the applicable national metrological requirements. The need for type approval, recognition of an existing approval and verification depends on the instrument and its intended use.

Metrological approval in Kazakhstan
Measuring instruments intended for use in Kazakhstan must be assessed against the applicable national requirements for measurement uniformity. Existing approvals, registration requirements and verification arrangements should be reviewed for the particular instrument.

Authorised representative
The applicant for EAC conformity assessment must meet the eligibility requirements of the applicable regulation and scheme. Foreign manufacturers may need an authorised representative established in an EAEU Member State.
The representative’s responsibilities are defined by the applicable requirements and the agreement with the manufacturer.

EAC marking
Measuring instruments subject to EAEU technical regulations must bear the EAC conformity mark after successful completion of the required conformity assessment and before being placed on the market.
The placement and durability of the marking must meet the applicable regulations. National metrological marks and verification information may be required separately.
Time and costs
The time and cost of conformity assessment depend on the instrument, applicable regulations, selected scheme, testing requirements and availability of technical documentation.
Metrological type approval and verification may involve separate procedures, fees and timelines. These should be included in the project assessment from the outset.
