The technical documentation plays a major role in introducing new products to the Eurasian Economic Union. They not only provide the basis for conformity assessment, but are also crucial when commissioning, for example, a new machine. Technical expertise, diligence and accuracy in the preparation of the documents are thus the prerequisite for problem-free distribution and use of the products, machines or plants in the area of the EAEU.
Why is the accuracy and completeness of technical documents so important?
EAC conformity assessment
As mentioned above, the technical documents form the basis for the conformity assessment and must be submitted to the certification body when applying for an EAC declaration or an EAC certificate. They confirm that the specified requirements of the technical regulations for the respective product are fulfilled and complied with. The technical regulations also specify which technical documents are required.
If the requirements are not met by the respective product, a certificate of conformity cannot be issued and the corresponding product cannot be placed on the EAEU market.
Commissioning of machinery
As the manufacturer himself is responsible for the information in the technical documents for an EAC declaration, they may not be checked in detail during the conformity assessment. However, they are subjected to more detailed checks at the latest during commissioning.
This holds especially for production plants with increased hazards. Before these plants are put into operation, an expertise on industrial safety must be carried out. Within the scope of the expertise, the technical documents are analysed and checked in detail.
If there is found incorrect information permission to commission the machine may be refused. To avoid this, it is particularly important that the documentation is complete and free of errors.
What is important to pay attention to?
Linguistic accuracy
It is mandatory that the technical documents are written in Russian or in the official language of the member country in which the product is to be distributed or used. Accordingly, it is important to use the correct technical terms in the respective language. Especially in the case of the istruction manual, which represent the fundamental part of the technical documents, it is important to use clear, understandable language in order to ensure error-free operation by the users.
Technical data
As already mentioned, the technical documents serve as proof that the product meets the requirements of the relevant technical regulations. Hence, it is particularly important that the technical information in the documents is correct and also corresponds to the required technical parameters.
Completeness
Furthermore, all required information and sections must be available. In the case of machinery, for example, a safety assessment is often required. Annex VII of the Machinery Directive 2006/42/EC “Technical Documentation for Machinery” specifies exactly which sections and information must be included in the safety assessment.
