Expert Opinion of Rospotrebnadzor

The expert opinion of Rospotrebnadzor is a document that certifies that the product complies with the unified sanitary, epidemiological and hygienic requirements of the Eurasian Economic Union (EAEU).

It is important to note that obtaining of an expert opinion is a voluntary procedure whereas the state registration is a mandatory procedure of conformity assessment for products specified in the SINGLE LIST of goods subject to sanitary-and-epidemiologic supervision (control) at the customs border and on the customs territory of the Customs Union.

Therefore, if the product is not subject to the state registration, and the manufacturer or supplier of the product has to verify for any reason the high quality of his product and its hygienic safety, it is possible in this case to issue a special certificate - an expert opinion of Rospotrebnadzor.
The issuance of expert opinions is carried out by Rospotrebnadzor and is valid in every member state of the EAEU.
The expert opinion is valid in the whole area of EAEU from the moment it has been issued until the termination of products validity.

The expert opinion contains the following information:

detailed product description
information about the manufacturer and its adress
copies of labels and information for the consumer
storage and transport conditions
instruction manual

Application area

The expert opinion of Rospotrebnadzor can be issued for any kind of commodity. If, according to the Decision of the EAEU no. 299 of May 28 the prouduct is listed in the second part of the list with products subject to registration it is strongly recommended to apply for an expert opinion.

Furthermore an application may be necessary, if:

a packaging have been damaged during transport
the product documentations differ from the products
there are information on violations related to the transport
strict requirements related to environmental safety are necessary
or the manufacturer participates in tendering processes

Attention! If, according to the Decision of the EAEU no. 299 of May 28 the product is listed in the second part of the list, a certification of state registration is mandatory.

1. What is an EAC certificate?

The EAC certificate of the Eurasian Economic Union (EAEU) is an official document, that proofs the conformity of the products with the harmonized technical regulations of the member states of the EAEU. The products, whose conformity with the technical regulations could be confirmed by the certificate of the EAEU, may be moved and sold in the whole customs area of the member states of the EAEU.

2. What is an EAC declaration?

The EAC Declaration of the Eurasian Economic Union (EAEU) is an official document that proofs, that the products meet the minimum requirements of the technical regulations of the EAEU. An EAC declaration is issued by the manufacturer, importer or an authorized representative and listed in the official register. Those products, whose conformity with the technical regulations are confirmed by the declaration, have the permission to be freely moved and sold in the whole customs territory of the member states of the EAEU.

3.What is the difference between EAC certificate and EAC declaration?

The EAC certificate can only be issued after a quality assessment, which has to be carried out by a certification body accredited in one of the member states of the Eurasian Economic Union. The certification is conducted on the basis of technical documentations, company-internal created test reports, or rather test reports provided by accredited test laboratories, as well as on basis of a manufacturing audit on site. The certificate is printed on an official pre-printed form, which has several forgery-proof elements and is authenticated by the signature and seal of an accredited body. The EAC certificate is usually issued for “complex” products that require an extensive control by the authorities.
With the EAC Declaration the manufacturer, importer or authorized representative declares the conformity of his products with the minimum requirements of the technical regulation of the Eurasian Economic Union (EAEU). As distinguished from the EAC certificate, the EAC declaration is issued by the manufacturer or importer himself. All necessary tests and analysis are or made by the manufacturer or in some cases by the laboratory. The applicant issues the EAC declaration himself on a usual piece of paper. The EAC declaration has to be listed in the uniform register of the EAEU by an accredited certification body of one of the member states of the EAEU.

Type examination for EAC conformity assessment

An important step in the conformity assessment procedure is the testing of product samples, during which the conformity of the products with the respective Technical Regulations of the EAEU is verified. In the case of EAC certification, this may only be carried out in accredited laboratories and must follow specific rules. If it is an EAC declaration, the tests can also be carried out in non-accredited laboratories. A test report is then prepared, which contains the test results as well as information about the manufacturer and the test method.
