Azerbaijan prepares automated consular legalization system

Azerbaijan is set to introduce an automated consular legalization system, part of the country’s broader digitalization efforts aimed at streamlining government services. This initiative will simplify the legalization process for documents to be used internationally, reducing bureaucratic delays and making the procedure more efficient for citizens and businesses. The new system is expected to allow applicants to submit and track their documents electronically, aligning Azerbaijan with international standards for document verification and legalization.

This move is closely tied to the country's "ASAN service" centers, which have already transformed public service delivery across various sectors. ASAN, a government-run platform that provides accessible and efficient services, currently handles tasks such as business registration and civil documentation. The automated consular legalization system will build on this infrastructure, integrating document legalization into the same platform for easier access and faster processing times​.

The shift towards digital consular services is also expected to improve Azerbaijan’s international relations, particularly with foreign embassies and consulates. By adopting internationally recognized standards for document legalization, Azerbaijan aims to strengthen diplomatic and economic ties, facilitating smoother cross-border transactions and reducing friction in trade and investment activities.

Earlier, Schmidt & Schmidt wrote that the Consular Department of the Ministry of Foreign Affairs of Azerbaijan and the country's foreign consulates intend to create a special information system "Consular Legalization" designed for the official certification of documents. Now the solution to this issue has entered the home stretch.

For citizens and businesses, the automated system promises significant improvements. It will minimize the time required for legalizing documents, making it easier for Azerbaijani nationals abroad and international businesses to navigate the legal requirements for document recognition.
