On April 9, 2021, the decision of the board of the Eurasian Economic Commission No. 39 of April 6, 2021 was published. The transitional provisions for the implementation of TR EAEU 049/2020 “On the requirements for pipelines for the transport of liquid and gaseous hydrocarbons” were approved.
The Technical Regulation TR EAEU 049/2020 must come into force on July 1, 2021 in accordance with the decision of the EEC Council No. 121 of December 23, 2020. Pipelines for the transport of liquid and gaseous hydrocarbons are regulated during the following processes: during project creation (including engineering surveys), construction (or renovation), operation (acceptance and commissioning, decommissioning) and disposal (liquidation).
The mandatory conformity assessment of pipelines is anchored in Section VI of the regulations and consists of the following procedures:
- Review of the construction documents, including the engineering measurements (during project creation)
- Construction control, construction supervision (during construction)
- Acceptance (after the construction work)
- Operational monitoring (during operation)
- Construction control and supervision (during disposal)
A transition period of 2 years is introduced for the examination of the construction documents in accordance with the decision of the EEC Committee No. 39. From July 1, 2023, the development, approval and testing of construction documents for pipelines that do not comply with the standards of TR EAEU 049/2020 is not permitted.
If the design documents are issued and checked before the TR comes into force, they do not have to be reissued. After the entire conformity assessment procedure, an EAC certificate or a EAC declaration received from the manufacturer.
