On February 11, 2022, the decision of the Board of Directors of the Eurasian Economic Commission No. 23 of February 8, 2022 was issued. This approved the list of energy-consuming devices for which compliance with technical regulations must be checked and the confirmations of conformity (in the form of a EAC certificate or an EAC declaration) must be issued. The decision will come into effect on March 13, 2022.
The list includes 18 positions, the customs tariff number is given for each group.
There are two forms of conformity assessment for the products: mandatory EAC certification and EAC declaration in accordance with the standards of the Technical Regulations TR EAEU 048/2019 The requirements for the energy efficiency of energy-consuming devices.
Devices subject to EAC certification
An EAC certificate is required for 4 product groups:
- Electric lamps providing non-directional light for household and similar purposes, which may also be used for purposes other than lighting or incorporated into other appliances using electrical energy
- Fluorescent lamps without built-in ballasts, high-intensity discharge lamps, ballasts and lighting fixtures for such lamps
- Directional light lamps, LED lamps and associated equipment to be installed between the mains supply and lamps
- Computers and servers designed to be powered directly from AC power, including from an external or internal power source
Devices subject to EAC declaration
The rest of the devices fall under the mandatory declaration of conformity. These include the following devices:
- Household refrigerators (refrigerators, freezers and combinations thereof) that can be used commercially, are operated on an AC network with a nominal voltage up to and including 250 V and have a usable volume of chilled and (or) frozen food and (or) other products, no more than 1500 liters
- Single-speed three-phase asynchronous motors (induction motors) with squirrel-cage rotor, 2 to 6 poles, rated voltage up to 1000 V, rated frequency 50 or 50/60 Hz and rated power from 0.75 to 375 kW
- Televisions that are powered from a mains supply with a nominal voltage of up to 250 V and are intended for use in homes and offices
- Equipment intended for use in the home or office (including outdoors) and which operates directly from a mains power supply of a nominal voltage not exceeding 250 V
- Automatic household washing machines, which can also be used for commercial purposes, which are operated with an AC network with a nominal voltage of up to 250 V, washing machines which, in addition to electricity from the mains, can be operated with electric batteries (accumulators), and built-in washing machines, with the exception of washer-dryer combinations
- External power supplies
