On November 11, 2021, the Government of the Russian Federation Ordinance No. 1923 of November 9, 2021 was published. The procedure for creating and maintaining a uniform register of expert auditors was thus approved. It is a register of people who are employees of certification bodies who have the knowledge and skills to carry out conformity assessment procedures in a specific area and to take part in the EAC conformity assessment process.
Structure and management of the register
From March 1, 2022 it will be possible to use the register of expert auditors in full. All employees of the certification bodies who take part in the mandatory EAC conformity assessment procedure and whose details were recorded in the National Statistical Service of Rosaccreditation before the specified date are automatically recorded. Subsequently, the auditors must confirm their status according to the requirements of the procedure for attesting the competence of experts (the document is not yet approved).
Registered information
The following information about the expert auditor is included in the uniform register:
- Full name, ID card details, tax ID, social security number, telephone number and email address
- Certificate of a competent auditor in a specific field of activity
- Subject area of the expert auditor, in which the name of the object of certification, technical regulations and other documents defining the requirements for the objects of confirmation of conformity are indicated
- School and university degree (in electronic copy), including additional professional training, according to the field of activity of a competent auditor (if necessary)
- Work activity of the expert auditor
- Practical experience (in years)
- Name of the certification body in which the specialist auditor works
- Authorization to work in the field of conformity assessment with regard to the use of information that constitutes a state secret (if any)
- Dates and reasons for the suspension, termination or renewal of the auditor's certificate
- Number of the competent auditor
- An electronic copy of the expert auditor's consent to the processing of personal data
Part of the register will be publicly accessible, while another part will remain private.
Status of the auditor
A total of 3 auditor statuses are provided in the register:
- Valid
- Suspended
- Revoke
The status "valid" is granted to the expert auditors who have confirmed their competence.
The reasons for the status "ended" are also specified in the draft law:
- Failure to pass periodic or extraordinary proof of competence
- Refusal or circumvention of the periodic or extraordinary proof of competence
- Invalidation of 2 or more certificates of conformity of the auditor by the state inspection body or Rosaccreditation
- Death of the expert auditor or his recognition as missing or declared dead by a final court decision
- Personal statement about the termination of the certification as auditor
- Non-compliance by the expert auditor within 1 year after the mandatory conformity assessment has been carried out
Entry into force of the procedure for creating and maintaining the register
The document comes into force on March 1, 2022 and is valid until March 1, 2028.
