The application for GOST Certificate or a GOST Declaration shall be made in accordance with the following legal procedures for exports to Russia: for individual deliveries, serial deliveries or serial productions.
Certification for individual deliveries
The certificate is issued to the importer of goods without laboratory tests and test reports. This procedure is used for the conformity assessment with GOST standards for customs clearance for smaller deliveries up to 10 delivery units.
This procedure is usually used for the sample deliveries. The following documents are required:
- application for certification
- detailed product description
- a copy of the purchase contract
- a copy of invoice, consignment note etc.
- copies of the articles of association of the importer
- a certificate of general state registration number (OGRN) and a certificate of individual tax number (INN) of the importer
- information about the manufacturer and his address
- existing certificates: ISO, DIN, CE, CB
Certification for serial deliveries
This type of certification may only be applied for by the importer of goods in Russia. This certification is typically used in regular deliveries to a trading partner in Russia and requires long-term relationships between the manufacturer and the importer.
GOST or a TR certificate is issued upon the certification of contract deliveries after required quality controls. The certificate contains the number of the test report, information about the manufacturer and the recipient, the date and the number of the purchase contract.
Certificates for contract deliveries are valid for one year. During this year, the goods may be imported into the country without restrictions.

- instruction manual
- a copy of the purchase contract
- a copy of invoice, consignment note etc.
- copies of the articles of association of the importer
- certificate of general state registration number (OGRN) and certificate of individual tax number (INN) of the importer
- information about the manufacturer and his address
- existing certificates: ISO, DIN, CE, CB
Certification for serial production
Certificates for serial production must be requested by foreign manufacturers or exporters themselves.
GOST or TR certificates for serial production will be issued to the manufacturer upon completion of the required laboratory testing of products. The validity of the GOST certificate is a maximum of 3 years. TR certificate is valid for a maximum of 5 years. This type of certification is particularly useful if the manufacturer intends to deliver goods to different customers in Russia in the long term.
In order to receive GOST or TR certificate for series production, the following documents are required:
- application for certification
- information about the manufacturer and his address
- power of attorney issued by the manufacturer for the certification of products
- detailed product description
- instruction manual
- existing certificates: ISO, DIN, CE, CB
Depending on the type of product, additional documentation may be required.
