According to 24.kg, citing the Ministry of Justice of the Kyrgyz Republic, the "Electronic Apostille" system has officially been launched in Kyrgyzstan.
What is the electronic apostille in Kyrgyzstan
Since June 25, the automated information system “Electronic Apostille” has been operating in Bishkek in pilot mode. This is a unified digital platform that completely transforms the process of apostilizing documents into an online format. The system covers the entire cycle of services: from submitting an application for an apostille, verifying the authenticity of documents and signatures of authorized persons to issuing an electronic apostille stamp and registration in the system. Payment will be made online through services connected to the automated information system
— according to the Ministry of Justice.
Government officials highlight that the new system eliminates the potential for human error in the document legalization process. Moreover, the procedure is now significantly more convenient: citizens are no longer required to visit authorized agencies in person or wait in line.
The digital service is available through a dedicated platform on the Ministry of Justice’s website. However, authorities have not yet clarified whether any limitations apply to the apostille process during the system’s pilot phase, nor when it will become fully operational.
Regulatory framework for Electronic Apostille in Kyrgyzstan
The Cabinet of Ministers of the Kyrgyz Republic introduced amendments to the government resolution “On the Approval of the Instruction on the Procedure and Conditions for Apostille Certification”. These changes officially permit the legalization of documents in electronic form.
The amendments are part of a broader government initiative aimed at optimizing administrative processes and implementing modern information technologies in the apostille procedure. The updated regulations provide for the formal introduction of a dedicated electronic system.
Under the revised rules, the Ministry of Justice of Kyrgyzstan will approve the procedure for applying an electronic apostille, subject to coordination with other state bodies authorized to issue apostilles.
According to the Kyrgyz media, the introduction of the electronic apostille will significantly simplify the legalization of documents and speed up the procedure allowing their use abroad.
