On April 30th, 2021 a public discussion about the draft changes in the TR CU 007/2011 "On the safety of the products for children and teenagers" started in Russia. The discussion is expected to end on July 30, 2021.
According to the draft, forms and schemes of conformity assessment as well as conformity assessment procedures must be specified. The basis for these documents will be the standardized conformity assessment schemes, which were adopted by Decision No. 44 of the Council of the European Commission of April 18, 2018.
In addition, the provisions in the Technical Regulations have been revised. This was stipulated by the requirements of the protocol on the Technical Regulations in the EAEU. The following terms are therefore excluded from Article 2 "Definitions": "placing on the market", "manufacturer", "importer" and "authorized person".
In the new edition, two articles from the Technical Regulations have been changed: Article 10, which defines the principles for compliance with the safety requirements, and Article 12, which describes the conformity assessment procedures.
Article 10 will describe in detail the application of standards from the documents that were adopted in accordance with TR CU 007/2011.
In the Article 12, schemes of the EAC Certification, EAC Declaration and state registration remain unchanged. However, the following designations are introduced for the state registration procedure:
- 1р - for products that are manufactured in the territory of the EAEU
- 2p - for products that are manufactured outside the EAEU
The draft of the changes defines the requirements for the documents required for the conformity assessment and the conformity assessment procedure.
The actual lists of products for which conformity assessment is required are not affected by the design.
The new version of TR CU 007/2011 should come into force after 6 months from the date of the official publication of the decision. If the certificate of conformity is issued before the changes come into force, a new certificate of conformity does not have to be issued.
