On August 18, 2021, recommendations on the choice of clothes for children and adolescents were published on the website of the Federal Service for the Supervision of the Protection of Consumer Rights and Consumer Welfare (Rospotrebnadzor). Rospotrebnadzor experts point out that such clothing must meet hygienic requirements, be safe for the health of children and also be of high quality (the fewer synthetic fibers, the better).
The requirements for the safety of children's and youth clothing are set out in the Technical Regulation TR CU 007/2011 “On the safety of products for children and young people”. Such requirements include biological and chemical safety. The Technical Regulation set minimum requirements for the safety of products during the EAC Certification, EAC Declaration or state registration.
Each layer of clothing has its own norms. For example, for clothing of the 2nd layer, the hygroscopicity should be at least 10%, the free formaldehyde content should not be more than 20 μg / g and the color fastness to washing, rub fastness (dry) and sweat fastness should be at least 4 points.
Before the clothing is placed on the market, the procedure for attestation of conformity must be carried out. This procedure confirms compliance with the requirements of the specified technical regulations. The forms of attestation of conformity of clothing for children and adolescents are as follows:
- state hygienic registration
- EAC certification
- EAC declaration
Products for children under 3 years of age are subject to state registration: 1st layer knitted stockings, 1st layer knitted and textile underwear and hats.
Garments that have passed the confirmation of conformity are marked with a conformity mark.
Rospotrebnadzor strongly recommends paying attention to the labeling of clothes. It should contain information on the type and mass fraction of natural and chemical raw materials in the feed and in the upper part of the product, a uniform traffic sign, care instructions and the date of manufacture. At the request of the consumer, the seller is obliged to provide him with a document confirming the conformity of the clothing with the applicable requirements.
