From 12/30/2021 to 02/13/2022 changes to the decision of the Council of the Eurasian Economic Commission No. 100 of 12/05/2018 will be discussed. This means that the procedure for including accredited conformity assessment bodies (e.g. certification bodies, testing laboratories) in the register of conformity assessment bodies of the Eurasian Economic Union (EAWU), as well as its formation and management.
The conformity assessment can be in the form of the EAC certification, EAC declaration and state registration.
The main purpose of the revision of the procedure is to ensure confidence in the results of the activities of accredited conformity assessment bodies, as well as compliance of the conformity assessment results with the specified requirements. In addition, it was determined that the wording and the criteria of the current edition should be specified and new criteria added.
Criteria for the inclusion of certification bodies and testing laboratories in the register
Important changes relate to the update of the requirements for the inclusion of certification bodies and testing laboratories in the register. In the amendments, the following requirement is presented: During one year, no cases of unjustified issuance of certificates of conformity, which led to the release on the market of products that do not meet the safety requirements, were found.
In addition, new clauses for certification bodies and testing laboratories are included. This determines the educational and professional experience requirements of managers and deputies.
In addition, the criteria for certification bodies are clarified. The certification body must have at least 2 experts in the field of conformity assessment of products for each technical regulation whose requirements are used for the conformity assessment. In the current issue, the number of experts is not clarified.
Terms and definitions
The terms and definitions used are included in the new edition. This concerns three notions: "unjustified issuance of attestation of conformity", "unjustified issuance of attestation of conformity on a large scale" and "systematic unjustified issuance of attestation of conformity".
Also new to the procedure is a list of violations of conformity assessment procedures that have led to the unjustified issue of certificates of conformity. The following violations are identified for certification bodies and testing laboratories:
- Violations regarding the areas of accreditation
- Violations regarding the requirements for type examination
The following points are added to the list of violations for certification bodies:
- Violations of certification schemes
- Violations of identification requirements
- Violations regarding the requirements for selection of samples
- Violations of the requirements for creating the program for the type examination
The following violations also come into consideration for testing laboratories:
- Violations in the selection, preparation or processing of samples
- Violations in the application of the verification procedure
- Violations regarding the requirements for measuring devices, testing and auxiliary equipment
- Violations regarding the conditions of the exams, requirements for employees
Updating the information entered in the register
The following information is also entered in the register for certification bodies and testing laboratories:
- Date of decision to be included in (or excluded from) the register
- Status of accreditation is supplemented by the new "extended"
- Date of decision to change accreditation status
