
In mid-July 2025, the results of the meeting between the President of the Russian Federation and representatives of the Russian business community, which took place on May 26, 2025, were published. Important directives were decided at the meeting, concerning the field of product conformity assessment.
By the end of December 2025, the Russian government was tasked with introducing amendments to legislation aimed at increasing the efficiency of control measures to ensure compliance with the mandatory requirements of the technical regulations of the Eurasian Economic Union (EAEU).
One key aspect will be the establishment of clear regulations for identifying products that do not have the required certificates or declarations in accordance with the established safety requirements. Legal mechanisms must be provided to allow the invalidation in Russia of EAC certificates or EAC declarations that were registered by authorities of other EAEU member states in violation of the prescribed procedures.
Furthermore, regulations are planned that would allow the temporary suspension of the circulation of products, prohibition of their use, and even their removal from the Russian market if violations of the established procedures for issuing certification documents are detected.
Rosakkreditatsiya has already taken action against several companies that violated mandatory certification regulations, excluding them from the national segment of the unified register during 2024–2025.
However, this policy led to an unintended effect: many companies committing violations began applying for certificates in other EAEU countries—particularly actively in Kyrgyzstan. The number of certificates issued in this republic nearly sextupled: from almost 4,000 in 2020 to a record 24,000 in 2024. In 2025, these documents formed the basis for the import of approximately 300,000 shipments into Russia, whereas previously a comparable value was only around 3,000 cases.
To prevent further escalation of the problem, Rosakkreditatsiya proposes introducing the “residency principle,” which would require all manufacturers and importers to issue documents exclusively through the certification bodies and testing laboratories of the country where the products are delivered. At the same time, it is planned to grant state control authorities the power to revoke certificates issued in other EAEU countries if violations of Russian Federation legislation are detected.
