
The enactment of TR EAEU 048/2019 "On the Requirements for the Energy Efficiency of Energy-Consuming Devices" , which sets energy efficiency requirements for energy-consuming devices, has been postponed multiple times. Currently, there are still no approved lists of standards necessary to meet the regulation's requirements, and testing methods are also lacking.
The lists of devices with HS codes for the EAEU and the form of conformity declaration were approved by the Collegium of the Eurasian Economic Commission (EEC) Decision No. 23 on February 8, 2022.
Certification under TR EAEU 048/2019
According to Chapter VII of TR EAEU 048/2019, devices must undergo mandatory conformity assessment before being placed on the market, either through EAC certification or EAC declaration.
Certification follows schemes 1c, 3c, or 4c; declaration follows schemes 1d, 2d, 3d, 4d, or 6d.
The following devices require EAC certification:
- Electric lamps with non-directional light for household use or similar purposes, which can also be used for other purposes or incorporated into other energy-consuming devices.
- Fluorescent lamps without built-in ballast, high-pressure gas discharge lamps, ballasts, and luminaires for such lamps.
- Directional lamps, LED lamps, and associated devices intended for installation between the power supply and the lamps, including ballasts, control gear, and luminaires.
- Computers and servers designed for direct connection to the alternating current power supply, including external or internal power supplies.
Devices Subject to EAC Declaration
All other devices from the list are subject to mandatory conformity declaration. These include:
- Household refrigeration appliances (refrigerators, freezers, and combinations thereof) that can also be used for commercial purposes (e.g., in production, trade, and services), operating on AC mains voltage up to 250 V, with a usable volume for chilled and/or frozen food or other products up to a maximum of 1500 liters.
- Single-speed three-phase asynchronous motors (induction motors) with squirrel-cage rotor, 2–6 poles, rated voltage up to 1000 V, rated frequency 50 or 50/60 Hz, and rated power from 0.75 to 375 kW for continuous operation.
- Television sets powered by mains voltage up to 250 V, intended for use in residential and office environments.
- Devices for household or office use (also for outdoor use) that can be operated by untrained users and are powered directly from the mains voltage up to 250 V.
- Automatic household washing machines, also suitable for commercial use, powered by the AC mains voltage up to 250 V, as well as battery-operated (accumulator) or built-in washing machines. Excludes combined washer/dryer units.
- External power supplies and other similar products.
Compliance with other Technical Regulations
Technical devices are also subject to other technical regulations. This must be taken into account during the conformity assessment. Most product groups falling under TR EAEU 048/2019 are simultaneously subject to the following technical regulations:
- TR ZU 004/2011 – On the safety of low-voltage equipment
- TR ZU 020/2011 – On electromagnetic compatibility
- TR EAWU 037/2016 – On the restriction of the use of certain hazardous substances in electrical and electronic equipment
Transition Period
Manufacturers and traders have two years to adapt to the new requirements. During this period, the manufacture and marketing of products that were not subject to mandatory energy efficiency assessment before the enactment of the regulation are allowed without the corresponding conformity evidence.
