Technical Regulation TR EAEU 036/2016 “Requirements for liquefied hydrocarbon gases used as fuel” establishes mandatory safety requirements for liquefied petroleum gas (LPG) placed on the market of the Eurasian Economic Union (EAEU).
The regulation covers LPG intended for domestic and industrial use and as automotive fuel. It also establishes requirements for storage, transportation, sale and conformity assessment.
Adopted: August 9, 2016, by Decision No. 68 of the Council of the Eurasian Economic Commission.
Entered into force: January 1, 2018.
Scope of TR EAEU 036/2016
The regulation applies to liquefied hydrocarbon gases marketed for use as fuel. The applicable requirements must be determined according to the gas composition, grade and intended use.
Requirements for the gas must be distinguished from those applicable to cylinders, tanks and other equipment used for its storage or transportation. A conformity document for the gas does not establish the conformity of the equipment containing it.
Conformity assessment
Conformity with TR EAEU 036/2016 is confirmed through an EAC Declaration.
The regulation provides for the following declaration schemes:
- Scheme 3d: serial production;
- Scheme 4d: a specific batch;
- Scheme 6d: serial production with the required quality management system assessment.
The appropriate scheme and supporting evidence must be determined before testing and registration.
Supporting documents
The documents required for declaration depend on the selected scheme. They may include:
- product identification, including the gas name, grade and intended use;
- test reports demonstrating compliance with the regulation;
- a product quality passport;
- the supply contract and accompanying documents for a batch;
- a quality management system certificate for scheme 6d;
- other supporting evidence required by the applicable procedure.
Safety information and accompanying documentation
The applicable accompanying documentation must provide the information needed to identify and handle the product safely. Depending on the document and product, this includes:
- the gas type, grade and intended use;
- fire and explosion hazards;
- potential health hazards;
- handling precautions and warnings;
- appropriate firefighting measures and extinguishing agents.
EAC marking
LPG that complies with the applicable requirements and has completed the required conformity assessment must be marked in accordance with TR EAEU 036/2016 before being placed on the market.
The EAC conformity mark may only be used when the product meets all applicable technical regulations. Its placement must follow the requirements for the particular product and supply format.
Validity of the EAC Declaration
| Scheme | Supply type | Maximum validity |
|---|---|---|
| 3d | Serial production | Three years |
| 4d | A specific batch | One year, taking account of the gas storage period |
| 6d | Serial production | Five years |
A declaration issued for a batch applies only to the gas belonging to that specific batch.
