On 25 November 2020, the decision of the Eurasian Economic Commission (EEC) No. 146 of 17 November 2020 was officially published.
This decision establishes the transitional periods for the entry into force of the technical regulation TR EAEU 048/2019 On the energy efficiency requirements for energy consuming appliances.
On November 20, 2020, the Decree of the Government of the Russian Federation no. 1856 of November 18, 2020, in which the procedure for the creation and maintenance of a unified register of conformity certificates is specified, was officially published.
Until November 30, 2020, a public debate on the draft amendments to the technical regulations of the Customs Union TR CU 007/2011 On the safety of products for children and young people will be held.
The technical regulation TR CU 025/2012 On furniture safety is to be updated.
The amendments mainly concern product identification, which has to be carried out by the certification body in the presence of the applicant when an EAC certificate is obtained. The registration of the EAC declaration can be done by the manufacturer /official representative or seller as well as by the test laboratory.
On November 6, 2020 the fourth meeting of the Interdepartamental Council of National Quality Infrastructure took place.
During the meeting, the question of the possibility of accredited bodies to work in the field of mandatory conformity assessment with the requirements of the legislation of the Eurasian Economic Union was discussed. 17 newly accredited bodies were added to the national part of the single register and 425 accredited bodies confirmed their qualification. 171 accredited bodies have been excluded from the national part of the single register.
From 1 January 2021, a new GOST standard R 54293-2020 "Production audit within the framework of confirmation of conformity", approved by Rosstandart Decision No 583 of 28 August 2020, will come into force.
This standard will replace the old GOST R 54293-2010, which has been in use since 2010.
The new GOST-standard R 56016-2020 “Conformity assessment. The procedure for the compulsory attestation of product conformity with the requirements of the technical regulations of the Customs Union "On Food Safety” was developed as a replacement for the GOST standard R 56016-2014. This standard is used for the conformity assessment of products according to TR CU 021/2011 on food safety.
On November 16, 2020 a public discussion on the draft update of TR CU 017/2011 " On the safety of light industry products" has started. The regulations must be revised and adapted to the new standards.
