Legalization in Yemen

Yemen has not joined the Hague Convention Abolishing the Requirement of Legalization for Foreign Public Documents. Therefore, documents from Yemen cannot be legalized by apostille, they will only be recognized abroad after consular legalization, meaning their authenticity must be confirmed separately.

By consular legalization the signature and the seal of foreign documents are authenticated. Responsible is the respective embassy of the country in which the document shall be used.

Legalization of foreign documents for use in Yemen

Foreign documents must first be authenticated by the responsible authorities in the country of origin. After successful authentification, the consulate general of Yemen can legalize the documents. Documents can be submitted by mail, provided the transfer voucher and a postpaid return envelope are enclosed.

Legalization of documents from Yemen for use abroad

Due to many foreign countries (temporarily) closing their embassies in Yemen following the Houthi takeover early in 2015, legalization of Yemenite documents is currently either impossible or very limited. The countries concerned handle the matter all differently, in some of them, the domestic authority may decide whether or not to accept a document from Yemen as real without further proof.
