On July 30, 2021, the regulation of the board of the Eurasian Economic Commission regarding the technical regulations for high-voltage electrical equipment came into force. The draft of the technical regulations "On the safety of high-voltage electrical equipment" was approved. The approved draft regulations are submitted to the Council of the Commission for examination according to the procedure. The Technical Regulation set minimum requirements for the safety of products during the EAC Certification, EAC Declaration or state registration.
According to the information in the draft, the technical regulations for high-voltage electrical equipment will come into force on July 1, 2024.
The clause "Scope of application" thus defines a specific list of products for which the technical regulations apply. The regulation applies to electrical products placed on the Union market with a nominal voltage of more than 1000 V AC and 1500 V DC, which are intended for the generation, conversion, distribution of electrical energy or for use in the transmission of electricity, for example :
- switches, including switch-disconnectors
- high frequency lock
- isolators
- cables, including cable accessories
- switch cabinet systems
- transformer station in standardized design
- capacitors
- rotating electrical machines
- non-linear surge arresters
- circuit breaker
- semiconductor converters
- protected wires
- arrester
- disconnectors, earthing switches and powered short circuits
- electric reactors
- high voltage resistors
- conductor
- voltage, current and power transformers
The confirmation of conformity takes the form of the EAC declaration with the schemes 3D, 4D, 5D (for innovative products) and 6D. Required documents can include the following documents:
- copies of the technical documentation
- test reports
- description of the results of the risk assessment and the technical solutions adopted
- contract with the manufacturer
- certificate of conformity of the management system
- registration information or registration number of the applicant
At the decision of the applicant, the EAC declaration can be replaced by an EAC certification. The schemes 1C, 2C for series production and schemes 3C, 4C for batch or individual deliveries are provided for this.
