The Board of the Eurasian Economic Commission adopted Decree No. 67 of April 26, 2022, approving the draft decision of the Council of the Eurasian Economic Commission of April 18, 2018.
The draft proposes to expand the schemes of the EAC conformity assessment with the rules of a temporary procedure for confirming compliance with the requirements of the technical regulations of the to supplement EAEU in relation to e-commerce goods.
In 2021, a pilot project in the field of electronic foreign trade in goods was developed and approved, which includes a notification procedure with regard to compliance with the requirements of technical regulations. According to this, online shops from third countries receive, among other things, declarations (notifications) from manufacturers about compliance of the goods with the requirements of the technical regulations of the EAEU on their websites.
In accordance with the Decision of the Council of the Eurasian Economic Commission of April 5, 2021 No. 7 "On certain issues of conducting a pilot project in the field of electronic foreign trade in goods in the Member States of the Eurasian Economic Union", the list mainly includes goods for children (toys, baby walkers, construction kits, musical instruments, puzzles, balls, board games, etc.) as well as electronic games, video game equipment.
Sellers are required to publish a security statement on their websites, containing information on all the characteristics that certify that the e-commerce product specified in the security statement meets the requirements of the Customs Union technical regulations. Evidence includes test results, test reports, copies of conformity assessments, etc. Failure to provide this safety declaration will result in a penalty.
The draft decision must be examined and approved by the Council of the Eurasian Economic Commission.
