The land register in Bulgaria is maintained by the Registry Agency (Агенцията по вписванията).

The Registry Agency

Since development and introduction of the Integrated Information System of Cadaster and Property Registration (IISCPR) all records are published on the web-site of the land register of Bulgaria where they are available online to registered users.

The IISCPR system consists of two modules:

  • administrative (available only to authorized services)
  • client (available to all registered users)

The IISCPR system provides information both in writing and graphical form (if digitized cards are available).

The following is available in the IISCPR system:

  • information about transactions and transfer of rights
  • data on real estate and property rights

The following may be carried out in the IISCPR system:

  • information verification
  • receive a certificate
  • receive a copy of documents

The extract from the land register contains:

  • detailed data on real estate
  • date of accrual of rights of ownership to a real estate
  • data on a real estate owner
  • ground for accrual of a right of ownership

* some data may be unavailable for certain items, or may be provided for a fee.

Receipt of documents in electronic form is carried out for one working day. 2 weeks are required to obtain documents with apostille.

Extracts from the land register are provided subject to the laws of Bulgaria and to the Law on personal data protection.

Notary act from the Bulgarian Land Register

Notary act from the Bulgarian Real Estate Register

The Notary act contains the following information:

  • object address
  • data on the participants of the transaction
  • full description of the object
  • transaction amount
  • currency in which the transaction was made

Copies of documents are submitted in the Registry Agency. Each document is entered in the register of records of the IISCPR and received a special number. After verification and approval by specially authorized officials, data are entered in the register. The documents themselves are scanned and saved in the system. The procedure for registration, verification, approval and entry of information takes one working day on average. In practice, if a transaction was executed at the notary in the first half of a day, in this very day information is updated in the IISCPR system. Information about transactions executed at the notary in the second half of a day is updated next day.

The land register of Bulgaria is public. The access to it is available to the Bulgarian citizens, online and through offices of the Registry Agency. Information may be provided in electronic, written, and for right holders – in oral form. A fee as per tariffs approved at the time is charged for access to the register.

NB: Even though the access to the land register is public, the official documents are only issued to the owners. Therefore, only the electronic extracts can be provided to the third parties.

The first electronic land register was established in Bulgaria in 1990 and has been updated several times since then. The key reform occurred in 2004 when the land register was transferred to the jurisdiction of the Registry Agency. The IISCPR system was launched in 2008. Data for the earlier period were entered in the IISCPR in stages.

In 2009 the IISCPR was fully integrated with the information system of the Geodesy, Cartography and Cadaster Agency. The system is implemented in 113 offices on the territory of Bulgaria.

The Geodesy, Cartography and Cadastre Agency is an executive authority, which is responsible for cadaster maintenance in Bulgaria and is subordinate to the Ministry of Territorial Development and Improvement of Bulgaria.

The structure of the Geodesy, Cartography and Cadastre Agency comprise a office in Sofia, the capital of Bulgaria, and 28 regional offices (services).

The Geodesy, Cartography and Cadaster Agency supports the state geodetic, cartographic and cadastral fund.

The main cadaster’s object is real estate (land plots, constructed buildings and building under construction). The main cadastral registration unit is a land plot. Each land plot in the cadaster has an identifier which is assigned to the Geodesy, Cartography and Cadaster Service.

The Cadaster is a base of main data on location, border and sizes of land register in Bulgaria.

The Cadaster comprises the following information:

  • data on rights of ownership
  • data on other property rights
  • data on a state border and administrative-territorial units of Bulgaria
  • other data on land and real estate

Cadastral information about a land plot includes:

  • ID
  • borders
  • area
  • intended use
  • address

Cadastral information about a building includes:

  • ID
  • contours
  • developed area
  • number of storeys
  • intended use
  • address

Cadastral information about a real estate in a building includes:

  • ID
  • location
  • storey
  • intended use

If the purpose of land register is connected with state defense and security tasks, the register stores only its identified and data on land plot borders.

Cadastral data are entered on a cadastral map and in cadastral registers.

After approval these data are entered in the computer system of the Geodesy, Cartography and Cadaster System integrated with the IISCPR.

Cadaster maintenance activities are regulated by the Law on Land Arrangement and Law on Cadaster and land register.

Apostilled extracts from Bulgaria

Bulgaria joined the Hague Convention on simplified legalization of documents on August 1, 2000, since April 29, 2001 the Convention came into force.

Thus, documents issued in Bulgaria are subject to legalization based on the apostilling procedure, after certified translation such documents acquire full legal force on the territory of all other Hague Convention Member States.

The requests shall be processed within one business day. Courier delivery of the apostilled extract shall be paid additionally according to the courier tariff rates.

Мне необходимо было сделать перевод документов на арабский язык и подтвердить это в МИД и посольстве. Нашла эту компанию по отзывам. Было признаюсь боязно обращаться к кому то в интернете, не было возможности приехать в офис. Все организовали дистанционно с помощью курьеров. Документы готовы были в срок. Packaging remains subject to EAC declaration. What is new is a clearer distinction between the types of packaging that are subject to declaration under schemes 3d, 4d, or 6d.
The obligation to declare used packaging has been abolished.
