On January 29, 2021, the decision of the Ministry of Economic Development and Trade No. 877 of December 30, 2020 was published. It contains changes to the decision No. 478 of July 31, 2020 regarding the manufacturer's GLN number and the GTIN number of the products during the EAC Declaration.
What are the GTIN and GLN numbers?
GTIN (Global Trade Item Number) and GLN (Global Location Number) are some of the global identification systems provided by the international non-profit organization GS1. In total, GS1 contains more than a dozen different identification numbers that can be used to establish transnational business relationships around the world. Accordingly, the manufacturer must become a member of his national organization in order to be able to work with these identification numbers.
Requirements for GTIN and GLN numbers for the EAC Declaration
The relevant requirements are contained in the text of the Ministry of Economic Development's Ordinance No. 478 below:
- The GLN number does not have to be put on the Declaration until July 1, 2021. After this date, this number is required for the EAC Declaration of products
- In order to enter an EAC Declaration in the register, the application form must be issued alongside the other documents. This application form must contain the following information: Name and location of the manufacturer, address(es) of the place where the activity is carried out, GLN number (if products were manufactured outside the territory of the EAEU countries), information about the product including GTIN number (if available)
Requirements for GTIN and GLN numbers for the EAC Certification
The corresponding requirements are contained in the text of the Decree of the Russian Federation No. 1856:
- In order to be able to enter an EAC declaration in the register, documents with the following information are required: Name and location of the manufacturer, address(es) of the place where the activities are carried out, including the global location number GLN (if products were manufactured outside the territory of EAEU countries), information about the product, including GTIN (if available)
In summary, the following requirements apply to the GLN and GTIN numbers in the EAEU countries:
- GTIN number can be omitted if the manufacturer does not possess any
- GLN number must be put on the required documents for the EAC Certification and EAC Declaration from July 1st
