
The Russian Ministry of Industry and Trade continues to adjust the mechanism of parallel imports. The latest changes were approved by Order No. 1572 of April 1, 2025, and came into effect on May 8. These amendments include both removals and additions to the list of goods allowed for import without the consent of the rights holder.
Goods removed from the permitted list (now require rights holder approval for import):
- Electronics and appliances from Samsung, Panasonic, Bosch, Schneider Electric
- Vehicles and components from Hyundai and KIA
- Products from the brand MOTUL
- Computers and laptops from HP and Fujitsu
- Printers and office equipment from several foreign brands
Newly added to the list of permitted goods:
- Household kitchen appliances from Panasonic (e.g., juicers, blenders, mixers)
- Personal care devices such as hair clippers and shavers from Moser and Philips
- Motorcycles with engine volumes over 800 cc from BMW, KTM, Ducati, Honda
The changes are being implemented in phases: some took effect on May 8, while others will apply starting October 30, 2025. It is crucial for importers and distributors to closely monitor the current list to avoid regulatory violations.
The main legal reference remains Order No. 2701 of July 21, 2023, which is updated multiple times a year.
