Data on real estate in South Korea is stored in two main systems: Land Register and Cadaster.
Establishment of the Land Register dates back to the period of Japanese occupation of the Korean Peninsula. In 1960, already after proclamation of independence, the Law on Real Estate Registration was adopted in the Republic of Korea. The registration system is under the jurisdiction of the Ministry of Justice of the Republic of Korea. Registration authorities include special departments at the Supreme court, local courts, industry-specific courts and – 151 individual registration bureaus. Real estate record is maintained in Land Registers containing approximately 45 million records.
Main record sections in the register:
- Location of an object, record number, land category, construction type, building number, number of storeys etc.
- Data on the owners and rights
- Grounds for accrual of rights
The cadastral system also began to be established back in early ХХ century, however, the Law on Cadaster was adopted in 1950. The Cadaster includes 100% of the territory of the Republic. The Cadaster is under the jurisdiction of the Department of Cadastral Planning of the Ministry of Land, Transport and Maritime Affairs. Cadasters include approximately 32 million records and over 750 thousand cadastral maps.
For the purpose of efficient use of cadastral information, the Cadastral Land Data System was established in the Republic of Korea.
The state bears responsibility for mistakes and violations committed by officials authorized for performance of registration acts.
In 1980-s – 2000-s real estate registers in South Korea were computerized. Since then they have been maintained both in paper and in electronic form.
Registers contain basic descriptive characteristics of real estate and information about rights to it.
Extracts from the Real Estate Register of the Republic of Korea may be used for:
- confirmation of title to real estate
- receipt of information about the real estate item
- debt collection
- analysis of prices for real estate
- other commercial and analytical purposes
*some data may be unavailable for certain items, or may be provided for a fee.
The period of extract provision shall be reported individually.
Extracts from the Real Estate Registers are provided subject to the laws of the Republic of Korea and to the Law on personal data protection.

The requests shall be processed within one business day. Courier delivery of the apostilled extract shall be paid additionally according to the courier tariff rates.
Apostilled extracts from South Korea
South Korea joined the Hague Convention on simplified legalization of documents on October 25, 2006. On July 14, 2007 the Convention came into force.
Thus, documents issued in South Korea are subject to legalization based on the apostilling procedure, after certified translation such documents acquire full legal force on the territory of all other Hague Convention Member States.
As a rule of thumb, apostillation of extracts takes about two weeks.
