Deputies of the House of Representatives of the National Assembly of Belarus voted in the second reading for the draft law "On the ratification of the Agreement between the Government of the Republic of Belarus and the Government of the Russian Federation on the procedure for recognizing an electronic signature (electronic digital signature) in an electronic document during cross-border electronic interaction," the BELTA news agency reports.
The agreement itself was signed on April 15, 2024 in Moscow. It establishes the possibility of recognizing in Russia or Belarus an electronic signature in a digital document created in accordance with the regulatory requirements of the other party. Thus, this agreement defines the principles, conditions and procedure for recognizing an electronic digital signature in an electronic document during cross-border electronic interaction. In addition, it provides for verification of the reality of such a signature and the procedure for generating receipts of a trusted third party.
“As part of the agreement, the Russian Federation will transfer to us, the Belarusian side, free of charge the necessary equipment and software packages for the implementation of this technology,” the Belarus Segodnya publication quotes Dmitry Zhuk, a member of the Council of the Republic.
According to him, digital technologies make procedures transparent: they facilitate tax control, as well as control over the legal circulation of goods.
