On October 27, 2021 the public discussion of the board of the Eurasian Economic Commission “On changes to the list of products for which, in addition to customs declarations, a certificate of conformity such as an EAC certificate or EAC declaration (or information about it) is required". Such a certificate of conformity is proof of the compliance of the product with the requirements of the Technical Regulations TR CU 032/2013 “On safety of pressure equipment”. The discussion is scheduled to last 20 days. The process is expected to be completed on November 16.
The changes were made to bring the list in line with the decision of the Council of the Eurasian Economic Commission No. 49 of April 23, 2021, which changed the technical regulation.
The following changes are planned:
- In sections 1-4 (containers for gases and liquids) the term "maximum permissible operating pressure" has been replaced by "design pressure"
- The designation of points 1 and 2 have been adapted: "Containers for compressed, liquefied, pressurized gases and vapors that are used for working media of group 1/2 and ..."
- Sections 6 and 7 include not only pipelines, but also fittings for the gases and vapors (compressed, liquefied, etc.)
- The corresponding customs tariff numbers for sections 6, 7, 8 and 9 have been added
- Fittings have been added to sections 8 and 9
- Section 11 (fittings with a nominal diameter of more than 25, 32 and 200 mm) has been excluded
- In section 12 "Display and safety devices", the specification "except for devices designated as measuring devices" has been added
The form of conformity assessment is also given for all products in the list. It is either EAC declaration or EAC certification.
In addition, 4 new items have been added to the list of devices that are not covered by the technical regulation:
- Support and suspension systems for pipelines and their elements
- Heating devices and pipelines in water heating systems of constructions and buildings
- Networks for the supply, distribution and drainage of water with a temperature of 110 °C and below
- Equipment and its elements for powering motors
