Technical regulation TR EAEU 045/2017 "On safety of mineral oil" defines uniform requirements on safety of mineral oil. The rules should guarantee the protection of health and property. In addition, thanks to the new rules, environmental damages can be minimized. Furthermore, the rules should ensure the careful use of resources.

TR EAEU 045/2017 is not applicable for
- Mineral oil for defence
- Mineral oil for export outside the EAEU
- Mineral oil from State Reserves
Production and transportation of mineral oil with chlorinated organic compounds is prohibited.
Documents required
For conformity assessment technical passport is needed. The technical passport must contain the following information:
- Business name of the manufacturer
- Address of the manufacturer
- Name of the product
- Guidance value of the oil (according to Annex of TR EAWU 045/2017)
- Test reports issued by a laboratory
- EAC marking
The passport must be written in Russian.
Conformity assessment procedure
The conformity of mineral oil must be tested in the notified laboratories. The results are set out in the technical passport. No EAC certification or declaration is required.
Authorized representative
Only a company established in the territory of the customs union may apply for EAC certification or registration of an EAC declaration (EAC Declaration of Conformity). Companies outside the EAEU, for example in Germany or the EU, are not allowed to declare their own products or to mark them with EAC - Eurasian Conformity marks. EAC marking
The products that have a conformity assessment statement according to TR EAEU 045/2017 are marked with the EAC sign. Placing a product on the market without corresponding marking can be punished with a fine or confiscation.
