With the decision of the Ministry for Economic Development and Trade No. 877 of December 30, 2020 of December 30, 2020 December 2020 the changes were made to the decision of the Russian Ministry of Economic Development No. 478 of July 31, 2020 . Resolution No. 478 defines the procedure for registering EAC declarations as well as the procedure for creating and maintaining the uniform register of EAC declarations. Some changes concern the indication of the GLN and GTIN numbers when entering the information for the registration of the EAC declaration with the Federal State Information System (FGIS) of the Rosaccreditation (Ministry of Economic Development and National Accreditation System in Russia).
What are the GTIN and GLN numbers?
GTIN (Global Trade Item Number) and GLN (Global Location Number) are some of the global identification systems provided by the international non-profit organization GS1. In total, GS1 contains more than a dozen different identification numbers that can be used to establish transnational business relationships around the world. Accordingly, the manufacturer must become a member of his national organization in order to be able to work with these identification numbers.
Changes to the specification of GTIN and GLN numbers
A transition period was introduced for the GLN number until July 1, 2021. If available, it may be specified until July 1, 2021. The GLN number is only required for products that are manufactured outside the territory of the EAEU member states and must be requested from the GS1 organization.
There is no transition period for the GTIN number. If available, it can be specified.
The document of the Government of the Russian Federation, which specifies the procedure for the registration, suspension, renewal and revocation of EAC certificates and EAC declarations as well as the invalidity of the certificates of conformity, contains more clarifications on the specification of both numbers in the EAC declaration. The document will enter into force on June 21, 2021.
According to the above document, the transition period for specifying the GLN number will be extended until September 1st, 2021. However, from July 1, 2021, if there is no GLN number, it is necessary to inform about it.
However, from September 1, 2021, an alternative option will be introduced in the event that the GLN number is not present. The geographical coordinates (latitude, longitude) of the place (s) where activities for the manufacture of products are carried out, which are determined by the signals of the GLONASS (Global Navigation Satellite System), may be indicated instead of the GLN number.
The document also provides the option of specifying another individual identifier instead of the GLN number, which automatically identifies the location of the manufacturer of the product, the address(es) of the place(s) where activities for the manufacture of products are carried out identified.
The changes will not affect the GTIN number. If available, it can be specified at the request of the applicant.
How to receive GLN and GTIN numbers?
In order to obtain GLN and GTIN numbers, you need to contact the international organization GS1. Depending on the company's sales, the number of products and the GLN and GTIN numbers required for them, the number of sales outlets, there are different packages offered by GS1. Their cost also differs depending on the points listed above. As a rule, a one-time fee and an annual fee have to be paid.
Certification of scanned copies of documents when registering the EAC declaration
When registering the EAC declaration, the scanned copies of the documents must be uploaded to the portal of the Federal State Information System (FGIS) of the Rosaccreditation. During the meeting of the Committee on Customs and Transport of the Franco-Russian Chamber of Commerce and Industry, it was determined that the applicant's signature with an extended qualified electronic signature is a sufficient requirement for the registration of the EAC declaration. Therefore, no additional certification of documents is required.
