On May 25, 2021, the decision of the Council of the Eurasian Economic Commission No. 49 of April 23, 2021 was published. The changes in TR CU 032/2013 "On the safety of pressure equipment" have thus been approved. The Technical Regulation set minimum requirements for the safety of products during the EAC Certification, EAC Declaration or state registration.
The approved changes affect the scope of the TR. New groups are added that do not fall within the scope of TR CU 032/2013.
The terminology is based on the concepts and definitions laid down in the Protocol on Technical Regulation in the Eurasian Economic Union (Appendix No. 9 of the Treaty on the EAEU of May 29, 2014). Some definitions of the technical regulations have also been revised. For example, the terms “valves”, “containers with fire heating”, “pipeline” have been added, and the terms “permissible pressure”, “manufacturer”, “proof of safety” have been removed. The terms “nominal pressure”, “nominal diameter”, “device identification” are also listed in the new edition.
The new version of TR CU 032/2013 contains a list of documents that are required to prove the safety of devices taking into account all of the hazards and safety requirements that are characteristic of them.
The adopted amendments also state that for devices whose development did not apply standards that define specific safety requirements for devices (which are included in the list of TR CU 032/2013), a number of documents on the justification of safety must be filled out by one document. This document must confirm that the adopted technical solutions ensure a level of safety of the equipment. In addition, the level of safety does not have to be lower than the level specified in the standards specified in the list.
Significant changes also concern the revision of the classification of devices in Appendix No. 1 to TR CU 032/2013.
The new version of TR CU 032/2013 comes into force after 180 calendar days from the date of the official publication of the decision.
