On May 11, 2021, the Eurasian Economic Union initiated a procedure for the public discussion of amendments no. 3 in the Technical Regulation TR CU 009/2011 "On the safety of perfumes and cosmetic products". The discussion will last 65 days and ends on July 15th. The Technical Regulation set minimum requirements for the safety of products during the EAC Certification , EAC Declaration or state registration.
The objectives of this document are:
- to clarify the scope
- to adapt the rules for the identification of perfume and cosmetic products
- to supplement the Technical Regulation with the terms and rules for traffic on the market
- to define the requirements for the conformity assessment and labeling of products for which several technical regulations apply at the same time
- to establish certain standards and requirements for toxicological indicators, packaging, assessment of the irritant effect on the mucous membranes
According to the changes, TR CU 009/2011 applies in particular to:
- Finished products in retail pack
- Perfumes and cosmetic products obtained after the consumer has mixed the components of the kit according to the manufacturer's instructions
- Perfumes and cosmetic products that are applied to products manufactured in the territory of the EAEU
The new edition also includes Article 6 "Conformity Assessment". The forms of conformity assessment of care products (EAC Declaration and state registration) remained unchanged.
Perfume and cosmetic products that are applied to products and obtained after mixing the components must be tested in an accredited laboratory. State registration must be carried out for care products intended for use by the whole family. Tests of such products should be carried out in accordance with the safety indicators that are also prescribed for the children's products.
