
Ukrainian citizens residing abroad can now request notarial services at embassies and consulates via the Internet. This was reported by the news media Strana, citing Ukraine’s Minister of Foreign Affairs, Andriy Sybiha.
How Ukraine’s digital notarial process works
The Ukrainian Foreign Ministry has launched the e-Consul system in pilot mode. Previously, Ukrainians had to visit a consulate or consular section of an embassy several times in order to issue a power of attorney or undergo another notarial procedure. Due to the abundance of “paper” documentation, the process was time-consuming and costly. It was easy to make a mistake, which would require restarting the entire procedure from scratch.
As of July 1, 2025, notarial acts in diplomatic missions began to be automated and digitized.
The new procedure works as follows:
- the citizen submits an application and uploads the necessary documents;
- the system verifies the data, generates the notarial document, and sends a notification;
- the citizen joins an electronic queue, then visits the diplomatic mission to receive the finalized document in person.

According to Minister Sybiha, the new service allows Ukrainians to receive a level of service “worthy of a European state,” while also saving time and money.
Once the pilot phase is complete, the Ministry of Foreign Affairs will evaluate its outcomes. If the results are positive, the ministry plans to expand the program to all countries where Ukrainian embassies and consulates are located.
