Why Albania plans to establish a co-ownership registry
The Cabinet of Ministers of Albania has decided to streamline the legislation on co-ownership. The country's authorities want to unify the processes of managing apartment buildings in the context of rapid urbanization and an increase in the number of large residential complexes.
According to Albanian legislators, the executive branch today does not have sufficient legal tools to meet the challenges that arise. Only Albania's capital Tirana has a fully formed co-owned property management system. The other regions lack the resource base to do so.
The reform initiated by legislators involves the introduction of new rules of financial management, expansion of controlling functions of municipalities, introduction of penalties for violations in this area, and increased requirements for management companies.
A central component of the reform is the creation of an electronic co-ownership registry. All municipalities across the country will be required to implement such registries within 18 months of the law’s entry into force. To ensure proper implementation, the authorities plan to conduct training sessions and inspections. By 2027, Albania aims to consolidate information not only on land and private buildings but also on multi-apartment residential properties.

Moldova is preparing to launch a fundamentally new electronic platform called the “Real Estate Cadastre,” which will utilize artificial intelligence for data analysis and a geographic information system (GIS) for accurate mapping of property units.
The Agency of Geodesy, Cartography and Cadastre of Moldova has developed a draft of a fundamentally new electronic platform “Real Estate Cadastre”. Now it will be considered by the government of the country. According to official explanations, the new platform is being created due to the plan of the Moldovan authorities to simplify administrative procedures. Today they are rather confused due to the fragmentation of current information resources.
At present, Moldova’s cadastral system is operated through 39 separate offices, each maintaining its own database. This decentralized structure no longer meets modern standards of transparency or aligns with current trends in digitalization,

The modernization of the real estate registry is expected to enhance transaction transparency, simplify fiscal administration, prevent fraud, and streamline interaction with other state databases, according to Moldovan officials.
Implementation of the new digital system is expected to provide citizens with fast access to accurate and up-to-date cadastral data, while significantly reducing the time and cost associated with document processing, eliminating bureaucracy and paperwork

Access to the new platform is to be available 24/7 via a dedicated and secure online portal. The use of artificial intelligence algorithms is expected to facilitate the automation of data verification and analysis processes. A geographic information system (GIS) will be integrated into the platform to ensure more precise positioning of real estate assets.
The platform will be structured into three main clusters: legal information, graphical data, and cadastral value. The legal information cluster will provide access to cadastral numbers, ownership details and supporting documents, transaction history, encumbrances, and other legal data. The graphical cluster will contain maps, integrate with GIS, and consist of two subsections: cadastral plans and floor plans.
Access to the platform will be granted to central and regional authorities, financial institutions, and private individuals or legal entities that rely on cadastral data for personal, business, research, or investment purposes. Law enforcement agencies, courts, and technical specialists will also have access as needed. Data exchange between various systems will be facilitated through the government’s MConnect platform.
