A project that launched a digital apostille platform in Peru has won the prestigious Avonni national award in the category “Public Innovation”. This is reported by the newspaper El Comercio..
Benefits of digital apostilization in Peru
The official name of the project is “Legalization and Digital Apostille”. Its implementation began in 2021. The need for electronic certification of documents has increased significantly due to the Covid-19 pandemic.
Today in Peru, the documents most often apostilled are criminal record certificates, court transcripts, certificates of verification from the National Directorate of Higher University, pension documents, documentation from the National Directorate of Migration and the Ministry of Education. In particular, citizens who plan to continue their studies in foreign educational institutions apply for legalization.
El Comercio notes that the introduction of the electronic apostille is complicated by “cultural” difficulties. Many Peruvians are not fully confident that they will be able to use the e-Apostille at the right moment abroad, so they prefer the traditional paper stamp.
However, Peruvian authorities note that the system is absolutely reliable. It saves time and money. And special verifications help to solve security issues. Currently, the e-Apostille accounts for about 20% of all apostilles that the Peruvian Ministry of Foreign Affairs affixes. At least 4,000 documents are digitally legalized each month.
The fee for a digital apostille is 18 Peruvian soles, while the fee for a “paper” apostille is 31 soles. In addition, with electronic apostilization, there is no need for postage or courier fees. Also, when using the online service, you can not limit yourself to the time of reception of documents at the Ministry of Foreign Affairs.
El Comercio writes that the introduction of e-Apostille is part of the process of modernization and technological transformation of the state. To make e-Apostille even faster and more efficient, Peru has launched the digitization of archives.
How to certify educational documents in Peru
The Ministry of Education of Peru creates additional opportunities for persons who need to legalize documents for their future use abroad. According to national legal requirements, such documents must be previously certified by a “specialized” authority. Now this process will be simplified.
Individuals who need to apostille documents related to basic or higher education can first obtain certification through the Minedu en Línea virtual service, which is available 24/7 via a dedicated online platform.
Peru's Minister of Education, Morgan Quero, said the new initiative is part of a digital modernization process designed to help officials involved in the legalization process.
