The Cabinet of Ministers of Ukraine is creating a unified register that will contain data on all recipients of social assistance, benefits and other social guarantees from the state. At the same time, it will be connected in real time with the register of persons liable for military service “Obereg”, the register of rights to real estate, the register of vehicles, the register of civil status acts and all other registers. According to information from the Judicial-Legal Gazette, the corresponding normative act has already been registered in the Verkhovna Rada.
The social register will include an electronic personal file, a person’s social registration card, a family’s social registration card, current social statuses and a help-seeking log.
Earlier, the UNIAN news agency reported that the register of persons liable for military service of Ukraine is integrated with six other registers, such as the register of the State Tax Service, the register of the Ministry of Justice, the register of the State Civil Registration, the register of the State Judicial Administration, the register of the State Border Service and the register of the Ministry of Education and Science.
“As the government notes, it is necessary to establish at the legal level the legal possibility of gradually uniting all registers, databases and other electronic information resources... in a single system with the transfer of information to it,” writes Judicial-Legal Gazette.
Official Kyiv, by creating a unified network of state registers, is actually solving pragmatic tasks related to the mobilization of those liable for military service and the “filtering” of recipients of social assistance. For example, if you cannot find a potential conscript at your registration address, you can “search” for him in his house (from the real estate register) or at his wife’s (from the civil register). And people who have real estate or who have left the country may be deprived of social support measures.
