New Apostille Fees in Ukraine from May 3, 2025
As previously reported by Schmidt & Schmidt, sources in the Ukrainian parlament announced an increase in the fee for legalization of documents in Ukraine.
From May 3, 2025 the fee for apostille for individuals in Ukraine will have to be 610 hryvnia (14.50 USD), and for legal entities - 1,060 hryvnia (25.20 USD). Previously, the fee for apostilization in Ukraine was set in 2003 and was still UAH 51 (approximately USD 1.20 at the current exchange rate).
It should be mentioned that even in 2003, in dollar equivalent, an apostille in Ukraine cost about $9.50 - much cheaper than the official Ukrainian government plans to set in May. The apostille fee for individuals will be more than 25 percent of the minimum pension and about 8 percent of the minimum wage.
Why the Ministry raised the fee
The Ministry of Justice has officially confirmed the information, saying the fee increase is based on the subsistence minimum for working-age people in Ukraine.
“The fee will be 0.2 of the subsistence minimum for working-age individuals and 0.35 for legal entities. It is calculated based on the subsistence minimum set by law as of January 1 of the year in which the apostille application is submitted and is rounded to the nearest 10 UAH, the Ministry stated.
The new fees will apply to the legalization of documents whose application for apostille is submitted from 3 May 2025. There is still time to do so at the old price.
