On 22 May 2026, Order No. 71 of the Board of the Eurasian Economic Commission (EEC), dated 19 May 2026, was officially published. The document approves a draft amendment to Technical Regulation TR CU 032/2013 “On the Safety of Equipment Operating Under Excessive Pressure”.
The proposed changes are intended to simplify conformity assessment procedures, harmonize certification requirements across the Eurasian Economic Union (EAEU), and improve transparency in the certification process.
New Conformity Assessment Schemes
The certification and declaration procedures will be aligned with the general conformity assessment framework used within the EAEU.
A new certification scheme, 9c, will be introduced. In addition, a new declaration scheme, 7d, will become available for EAC declarations.
The existing schemes will remain valid and continue to be used.
Clearer Documentation Requirements
The requirements for the application dossier will be specified in greater detail. A clear distinction will be made between documentation for serial production and documentation for single deliveries or batches.
The responsibilities of applicants will also be clarified. In particular, supporting documents and evidence must be retained for at least 10 years.
Introduction of the “Equipment Type” Concept
A new definition of “equipment type” will be introduced.
Products with the same intended purpose, design, materials, operating principles, and key technical characteristics may be classified as one equipment type.
This will allow conformity assessment to be performed for an entire product type rather than for each individual model, reducing both time and costs for manufacturers.
New Type Examination Procedure
The amendments also introduce a new procedure known as type examination.
Under this procedure, a representative equipment type is thoroughly assessed and tested. If the assessment is successful, a type certificate is issued.
This certificate can then serve as the basis for the certification or declaration of serial production, batches, or individual units of the same type. As a result, repeated testing of similar products can be avoided.
Greater Transparency in Testing
Testing activities will be documented more comprehensively in the future. Photo and video records may be used as part of the conformity assessment process.
These materials will be made available to both the applicant and the certification body. The goal is to improve traceability and reduce the risk of falsified test reports.
When Will the Changes Take Effect?
Before the amendments become legally binding, they must still be approved by the Council of the Eurasian Economic Commission.
Following official publication, the new rules will enter into force no earlier than 12 months later.
In addition, the amendments will only become applicable after corresponding changes have entered into force in several related EAEU technical regulations.
This transition period will provide companies with sufficient time to adapt their documentation and conformity assessment processes to the new requirements.
