The Technical Regulation TR CU 004/2011 On safety of low-voltage equipment stipulates mandatory minimum requirements for the safety of electrical equipment during its entire lifecycle. Its primary goal is to protect life, health, property, and the environment, and to prevent deceptive practices regarding the safety of electrical products.
According to TR CU 004/2011, electrical devices must be designed and manufactured to ensure that, when used as intended, they reliably protect users against electrocution, unacceptable heat or radiation, fire hazards, and mechanical injuries.
Although the requirements of the Technical Regulation TR CU 004/2011 have been largely harmonized with the European Low Voltage Directive (LVD) 2014/35/EU, they are not identical. European CE declarations and CB Scheme reports are highly useful for the process, but an independent, localized conformity assessment procedure is strictly required for the EAEU market.

On March 15, 2015, the Technical Regulation TR CU 004/2011 completely replaced the former national standards, such as Russian GOST-R and national TR certification, rendering them invalid for low-voltage equipment.

Conformity assessment process
The conformity assessment with the requirements of TR CU 004/2011 is carried out in two distinct forms, depending on the risk classification and intended use of the electrical equipment:
- EAC Certification: Required for electrical equipment designed primarily for household use and direct consumer access. It must be carried out by an independent, accredited certification body following product testing in an accredited laboratory and, for serial production, a manufacturing audit.
- EAC Declaration: Generally applied to industrial electrical equipment. It is a self-declaration by the applicant, based on own evidence and/or test reports from an accredited laboratory.
Upon the applicant's request, an EAC Declaration can be voluntarily replaced by an EAC Certification. This is often done to increase market trust, satisfy internal compliance policies, or streamline customs procedures.
Required Accompanying Documents
A successful conformity assessment requires comprehensive technical documentation. These accompanying documents must be submitted in the Russian language or in the official language of the respective EAEU member state.

Overlapping EAEU Technical Regulations
In the Eurasian Economic Union, low-voltage electrical equipment is practically never certified according to TR CU 004/2011 alone. Modern devices must almost always comply with a bundle of technical regulations simultaneously:
- TR CU 020/2011 On electromagnetic compatibility (EMC): Ensures that the device does not emit excessive electromagnetic interference and is immune to external interference. Usually combined into a single EAC Certificate or Declaration alongside TR CU 004/2011.
- TR EAEU 037/2016 On restriction of hazardous substances (RoHS): Regulates the use of lead, mercury, cadmium, and other hazardous materials in electronics. Proof of compliance is typically provided via an additional EAC Declaration.

If your electrical device is explosion-proof, all basic electrical safety aspects (like protection against electric shock or heat) are evaluated exclusively under the much stricter TR CU 012/2011 (EAC Ex). Therefore, you will never be issued a TR CU 004 certificate for an Ex-device; TR CU 012 completely supersedes it. Note: While exempt from TR CU 004, the explosion-proof device will still require conformity assessment for electromagnetic compatibility under TR CU 020/2011.
EAC marking and Validity
Products that have successfully passed the conformity assessment according to TR CU 004/2011 must be marked with the official EAC conformity mark of the Customs Union. The mark must be placed directly on each unit (usually on the nameplate) and on the packaging, as well as included in the accompanying operating manual.
The nameplate of the electrical equipment must clearly display the manufacturer's name/trademark, the product designation (model, type), main electrical parameters (voltage, frequency, power consumption), the country of origin, and the EAC Mark.
Placing a product on the EAEU market without the corresponding EAC marking and correct labeling is strictly prohibited and can result in severe fines, confiscation of the equipment, and rejection at customs clearance.
Period of validity
The validity period of the EAC Certificate or Declaration depends on the applied conformity scheme:
- For serial production: The document is valid for up to 5 years (subject to annual surveillance audits for certificates).
- For a specific batch or single delivery: The document is valid indefinitely, but strictly limited to the specific units listed in the commercial contract.
